Development Review Engineer

The Town of Holly Springs is seeking a Development Review Engineer to serve in the Development Services department. The Development Review Engineer position is responsible for overseeing, managing, and providing technical guidance and quality assurance/quality control during all phases of preliminary plan and construction drawing review and approval to ensure projects are planned and constructed in accordance with the Town's Standards and Ordinances.

Reports to the Development Services Manager
- Engineering. Works independently with general guidance from the Development Services Manager
- Engineering to ensure coordination of objectives and priorities of the department. Directly supervises one or more of the Development Plan Reviewers. The work schedule is business hours with occasional evenings and weekends. The starting annual salary is $84,070.40 Grade N).

  • Provides leadership in attracting, retaining, and developing an engaged workforce in the delivery of superior services to Town residents and businesses.
  • Supervises, evaluates, and determines work priorities for staff in accordance with their assigned duties and responsibilities to ensure successful operation; conducts performance reviews and completes associated personnel actions.
  • Participates in the interview and selection process of new employees. Provides training and instructions. Assigns and reviews work and prepares performance evaluations. Recommends employee transfers, promotions, disciplinary action, and discharge.
  • Supervises one or more Development Plan Reviewers, oversees, manages and provides guidance and quality control during all phases of preliminary plan and construction drawing review and approval related to public utilities and transportation.
  • Assigns new development project submittals to staff according to project complexity and workload.
  • Participates in and/or conducts general inquiry meetings, sketch plan (pre-submittal meetings) and developer conference meetings with developers, design professionals and owners for discussion of current and future development projects; provides UDO interpretations; meets with and negotiates with developers and design professionals on site design, public utilities, transportation, and Town policy issues.
  • Conducts detailed plan review of public utilities and transportation for assigned projects including Comprehensive Plan Amendments, Rezonings, Major and Minor Subdivision Plans, Development Plans, Special Use Permits, Variances, Amendments to previously approved plans, Construction Drawings, Recombination and Exempt Subdivisions, and Building Permits in accordance with the Town's Engineering Design and Construction Standards.
  • Provides technical review and manages engineering studies and analyses for transportation and public utility improvements related to development projects.
  • Facilitates conflict resolution and negotiations between multiple stakeholders during the preliminary development review process on items related to public utilities and transportation requirements.
  • Makes critical determinations that have significant financial and scheduling consequences for the development community and the Town.
  • Assists Engineering Manager, Division Manager, and administration in development of financial agreements between the Town and developers related to infrastructure requirements.
  • Researches and prepares engineering reports necessary for decisions by management or boards regarding land use, zoning, and long-range planning issues; provides guidance to developers and design professionals on the consistency of their interests with Town requirements.
  • Serves as staff to the Planning Board, Board of Adjustment, Development Review Committee, Land Use Advisory Committee, and Town Council; prepares and presents to the Boards. Assists the public, developers, design professionals, contractors, and others with information, processes, technical guidance and other needs regarding presentations to these Boards.
  • Makes advanced use of software such as ESRI/SArcMap, Excel, Word, Publisher, PowerPoint, Blue Beam, and development tracking software. Serves as resource on public utility and transportation requirements for long range planning documents and plans.
  • Other duties as assigned.

Extensive knowledge of the local, state and federal laws, regulations, guidelines, standards, and codes related to the design and construction of roadway and utility infrastructure, structures and developments.
