The Town of Holly Springs is seeking a Development Review Engineer to serve in the Development Services department. The Development Review Engineer position is responsible for overseeing, managing, and providing technical guidance and quality assurance/quality control during all phases of preliminary plan and construction drawing review to ensure projects are planned and constructed in accordance with the Town’s Standards and Ordinances.

Key Responsibilities
  • Lead, mentor, and supervise a small team of Development Plan Reviewers by assigning projects, tracking performance, and supporting their growth
  • Oversee comprehensive review of transportation and public infrastructure elements (i.e. water, wastewater, stormwater) for subdivisions, site plans, permits, special use requests, variances, and more
  • Facilitate developer and stakeholder meetings, providing interpretations of Unified Development Ordinance and engineering construction standards
  • Conduct technical analyses of engineering studies related to transportation and utilities.
  • Draft engineering reports, and represent the town at Town Board, Council and Committee meetings
  • Resolve technical/financial issues and manage interdepartmental coordination
Qualifications
  • Bachelor’s degree in Civil Engineering, Construction Engineering & Management, or related field
  • 4+ years in municipal engineering or equivalent experience; experience with utilities, transportation, and/or stormwater design/review
  • Professional Engineer (PE) license required or ability to obtain within one year
  • Excellent technical, analytical, and communication skills;
  • Proficiency with GIS and engineering software (e.g., ESRI, Blue Beam)
