POSITION SUMMARY

The Town of Holly Springs is searching for an Assistant Project Manager to serve in the Utilities and Infrastructure department. This position works as part of the project management team in delivering capital and infrastructure. Performs professional work in development and coordination of a variety of capital improvement and initiatives for Town buildings, property and other complex administrative projects.

Reports to the Engineering Manager-Infrastructure. Work is performed under general supervision and is evaluated for project delivery timetable, project budget, and project teamwork. Incumbent coordinates internal and external resources along with vendors for the execution of projects.

The work schedule is business hours with occasional evenings and weekends.

The starting annual salary is $79,322.62 (Grade M).

ESSENTIAL FUNCTIONS

The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. To perform this job successfully, an individual must be able to perform each duty satisfactorily. Other duties may be required and assigned.

  • Under the guidance of the Engineering Manager and/or the Project Manager, reviews construction project plans for engineering design standards and provides guidance for necessary revisions. Reviews applicable permits for requirements and necessary revisions to the plans.
  • Reviews easements and agreements to verify intent.
  • Serves as a field project representative for capital and infrastructure projects by gathering and reviewing information to support contract administration, supporting consultant activities, inspecting work in progress, approving pay requests and supporting legal issue resolutions.
  • Identifies preconstruction documents that the project requires prior to submission for land disturbance and/or building permits.
  • Responds to information requests from engineering consultants, contractors, and the general public on the design, permitting, and construction processes.
  • In coordination with the Project Manager, provides guidance to inspectors and consulting engineers on field construction issues. Conducts field observations and inspections as needed.
  • Provide data gathering support and guidance for GIS, Asset Management, AutoCAD, file maintenance, etc.
  • Assists the Project Manager in the preparation of requests for proposals to solicit statements of qualifications from consultants, participates in the selection process, and prepares contracts for the successful bidder.
  • Conducts construction observation and administration activities of Town-owned construction projects such as capital facility and infrastructure projects, repair or replacement of existing infrastructure and facilities, and maintenance support activities.
  • Provides constructability reviews during the design of capital facility and infrastructure projects.
  • Provides technical guidance and counsel to other Town departments as well as contractors, consultants, and the general public.
  • Ensures projects are delivered on time and within scope and budget.
  • Coordinates and monitors projects to ensure proper construction and compliance with project plans and specifications.
  • Assists the Project Manager in the development of project scopes and objectives and ensuring technical feasibility in collaboration with other internal and external sources.
  • Assists the Project Manager in the verification of changes in project scope, schedule, and costs.
  • Coordinates maintenance and other activities from Town Departments needed to support facility and infrastructure design, construction, and maintenance.
  • Regularly coordinates project details with other department heads.
  • Regularly communicates with all project teams; anticipates scheduling; maintains organization and documentation of project records and drawings.

  • KNOWLEDGE

    SKILLS AND ABILITIES
    • Knowledge of civil engineering principles and practices.
    • Knowledge of the Town and Department’s operating requirements, policies, procedures, and practices; and local, State, and Federal regulations related to department programs and operations.
    • Knowledge of management and supervisory principles and practices, including program planning, contract requirements, budgeting, direction, coordination, and evaluation.
    • Knowledge of principles and practices of budgeting, fiscal management, project management principles and techniques.
    • Ability to effectively utilize the principles of strategic and long and short-range planning.
    • Skill in analyzing complex administrative information and issues, defining problems and evaluating alternatives and recommending methods, procedures and techniques for resolution of issues.
    • Ability to research and analyze detailed information and make appropriate recommendations.
    • Ability to develop department goals and objectives.
    • Ability to develop, interpret and implement regulations, policies, procedures, written instructions, general correspondence, and other department specific documents.
