Pretreatment Supervisor

Position Summary The Town of Holly Springs is searching for a Pretreatment Supervisor to serve in the Utilities and Infrastructure department. This position is responsible for assisting with the industrial Pretreatment Program according to the Code of Federal Register (40 CFR Part 403) and the Town of Holly Springs' (Town's) Sewer Use Ordinance. The pretreatment program is a Federal and State requirement for operation of the Town's wastewater treatment facility and a crucial element of National Pollutant Discharge Elimination System (NPDES) permit.

This position will have direct supervision and enforcement of the Fats, Oils, and Grease (FOG) program and will supervise environmental compliance staff who assist in industrial and commercial sampling, inspections, and related duties.

Supervisory Relationships Reports to the Utilities Manager-Environmental Compliance. Work is completed under general supervision. Employee will follow defined Ordinances and Standard Operating Procedures (SOPs) to resolve problems and will consult with the Compliance Manager on matters not covered by guidelines. Incumbent has supervisory responsibilities. The work schedule is business hours with occasional evenings and weekends. The starting annual salary is $79,322.62 (Grade M).

Essential Functions The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. To perform this job successfully, an individual must be able to perform each duty satisfactorily. Other duties may be required and assigned.

  • Directs the work of and manages assigned staff. Provides training, instructions and ongoing training needs. Assigns tasks, reviews work and provides performance evaluation feedback. Provides input into employee transfers, promotions, disciplinary action, and discharge. Reviews and approves time sheets, job assignment sheets.
  • Provides support to Environmental Compliance Manager and acts as a resource for Permit and compliance oversight. Makes critical decisions affecting the outcome of the assigned work and project completion.
  • Coordinates sampling and monitoring and inspections of industrial facilities in accordance with Industrial User Permits
  • Performs analysis and interpretation of technical data.
  • Prepares and issues Inspection and Sampling Reports in accordance with Department policies. Ensures all work is completed accurately and timely.
  • Implements wastewater investigations to identify illicit discharges and protect the wastewater treatment facility.
  • Reviews monthly industrial reports.
  • Issues and sends surcharge billing invoices to the Town's finance department.
  • Manages database input and recordkeeping for all industrial sample results.
  • Supervises implementation of the FOG program as outlined in the Town's Sewer Use Ordinance and supervises environmental technical staff.
  • Supervises compliance laboratory in the absence of the compliance manager.
  • Completes Environmental reviews for new development in the Town's chosen software system (currently City View).
  • Assists in the review of new material requests, Biocide worksheets, and all Safety Data Sheet (SDS) materials
  • Assists in the review of Industrial Waste Surveys for new industrial applications or Industrial User Permit modifications
  • Assists in the development of the Pretreatment Annual Report and update of the Headworks Analysis.
  • Communicates status and concerns of projects, assignments and staff member(s) to Manager.
  • Provides recommendations for issuing Notice of Violations or Notice of Noncompliance based on data and compliance judgement.
  • Participates in public outreach events representing the Water Resources Division.
  • Other duties as assigned.
