Position Summary

The Town of Holly Springs is searching for an Assistant Finance Director to serve in the Finance Department. This position is responsible for fiscal planning, financial reporting, monitoring and management of revenues and expenditures which include departmental operations and contracted services, assisting the Finance Director in whatever capacity is deemed necessary to facilitate the fiscal operations of the Town.

SUPERVISORY RELATIONSHIPS

Reports to the Finance Director. Works independently with general guidance from the Finance Director to ensure coordination of objectives and priorities of the Town Manager and Town Council. Supervises staff directly or through assigned managers.

The work schedule is business hours with occasional evenings and weekends. The starting annual salary is $ (Grade R).

Essential Functions

The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. To perform this job successfully, an individual must be able to perform each duty satisfactorily. Other duties may be required and assigned.

  • Assists the Finance Director in the overall administration and leadership of the Finance Department; serves in the absence of the Finance Director
  • Defines and develops departmental operational goals and objectives and strategically aligns divisional plans.
  • Plans, implements and evaluates financial operations.
  • Develops and recommends policies, procedures, programs and performance benchmarks.
  • Analyzes internal controls to ensure the highest level of reasonable safeguards are in place to secure financial assets, reduce exposure to liabilities and to promote sound financial management.
  • Monitors legislation and developments in best practices in financial management.
  • Oversees the Town's adherence to state statutes, technical accounting pronouncements, federal guidelines, local ordinances and best practices as they relate to financial and reporting issues including but not limited to compliance and required reporting, emergency management, procurement, security of sensitive information, red flag, customer billing, collections, customer service and the maintenance of public records.
  • Oversees planning, coordination and preparation of the annual audit as well as the preparation and distribution of the ACFR.
  • Assists in the preparation of the departmental budget and management of annual budget as needed.
  • Is an integral participant in the issuance of tax-exempt debt; researches and evaluates federal and state tax laws, regulations and procedures for debt management; analyzes and forecasts debt repayments and installments; responsible for the Town’s overall debt management, debt proceeds drawdown, and debt payments.
  • Manages the Town’s cash and investment portfolio, ensuring principal investments are prudent, minimize risks and exercise strong stewardship; ensures the timely and accurate receipt of revenues and provides other related treasury management functions. Monitors bank and investment accounts, analyzes cash flow; processes electronic payments and transfers.
  • Assists in development of contracts that involve complex operational agreements and issues.
  • Develops and prepares complex periodic reports and analyses such as reports on financial position and results, operational and administrative activities, performance indicators and workload indicators.
  • Serves as a resource for departmental staff as needed, providing technical guidance and consultation on financial, procurement and customer service matters and assisting in identifying problems and solutions. Supervises Finance staff by assigning tasks and goals, monitoring performance and coordinating duties and activities.
