JOB SUMMARY:
Under the general direction of the Director and/or Deputy Director, performs highly responsible managerial, administrative, and professional work involving the planning, coordination, and oversight of engineering services, capital improvement programs, consultant contracts, project delivery processes, and departmental operational initiatives. The position is responsible for managing engineering programs, budgets, consultant resources, and administrative functions that support municipal utility projects. Work involves significant independent judgment, strategic planning, policy implementation, and coordination with internal departments, consultants, contractors, regulatory agencies, and external stakeholders.
Work is reviewed through conferences, reports, and achievement of established goals and objectives.
ESSENTIAL JOB FUNCTIONS:
- Manages and coordinates engineering support services for the Public Utilities Division, including project administration, program management, consultant coordination, and capital project support activities.
- Develops, administers, and monitors division operating and capital budgets; assists in the preparation of Capital Improvement Program (CIP) budgets, project forecasts, and funding strategies.
- Oversees project management processes, schedules, resource allocation, performance metrics, and reporting systems for engineering and infrastructure programs.
- Coordinates the work of professional, technical, administrative, and contracted service providers to ensure the timely and effective delivery of engineering support services.
- Reviews engineering reports, studies, plans, and recommendations prepared by consultants, contractors, and technical staff to ensure consistency with departmental objectives, policies, and regulatory requirements.
EDUCATION/EXPERIENCE:

- Bachelor's Degree from an accredited college or university in civil engineering with a heavy emphasis on public utility (stormwater, wastewater, and water services)
- Five (5) years of progressively responsible professional municipal engineering experience, of which two (2) years must be in public utility (stormwater, wastewater, and water services). Additional experience managing, directing, and evaluating the work of supervisory, managerial, professional, technical, administrative, and support personnel. Experience in workforce planning, performance management, employee development, resource allocation, and coordination of multidisciplinary teams supporting public utility operations and capital projects.
Preferred:
- Master's Degree from an accredited college or university in Civil Engineering with a heavy emphasis on public utility systems, including stormwater, wastewater, and water services.
- Five (5) years of experience in public utility engineering, operations, infrastructure management, capital improvement programs, and regulatory compliance involving stormwater, wastewater, and water systems.
- Three (3) or more years of experience providing leadership and direction to supervisors, managers, engineers, technical personnel, and administrative staff.
CERTIFICATES, LICENSES, REGISTRATIONS :
- Registration as a Professional Engineer in the State of Florida, preferred.

KNOWLEDGE, SKILLS, ABILITIES:
- Extensive knowledge of the principles, practices, and techniques of civil engineering as applied to municipal infrastructure, utilities, and capital improvement programs.
- Extensive knowledge of engineering project management principles, including planning, scheduling, budgeting, contract administration, risk management, and performance monitoring.
