Job Summary
Under limited supervision, participates and directs the activities of personnel engaged in preventative and corrective maintenance and repairs on City-owned and operated vehicles and equipment, including heavy-duty trucks and equipment such as vacuum trucks, dump trucks, buses, medium and light duty vehicles, passenger cars, hydraulic systems and pumps, etc. Reviews work of subordinates for completeness and accuracy. Oversees contracted vendors. Reports to the General Services Manager or designee.
EssentialFunctions
- Plans, assigns, reviews, and coordinates the activities of staff providing a variety of skilled mechanical repair and maintenance activities.
- Assigns priorities to work projects and activities.
- Prepares periodic schedules for preventive maintenance.
- Gives special instructions as needed and inspects work objective to determine size and composition of work teams.
- Analyzes and evaluates performance in relationship to established timetables and divisional maintenance standards.
- Participates in the hiring of new employees and makes recommendations for disciplinary action.
- Supervises staff and outsourced vendors engaged in specialized repair and maintenance jobs for the recovery of vehicle operating conditions.
- Coordinates the work of staff engaged in the inspection, repair, cleaning and general maintenance of City vehicles, heavy rolling stock and equipment.
- Establishes programs of preventative maintenance, prepares schedules and distributes personnel and equipment to obtain maximum results.
- Assigns work for priority handling and spot-checks completed work in the shop. Investigates causes of frequent repair problems.
- Maintains a clean and neat shop environment.
- Provides leadership to subordinate mechanics; offers training, advice and assistance as needed; assists in reviewing the work of subordinates for completeness and accuracy.
- Assists in ensuring mechanics' compliance with all applicable policies, procedures, regulations and standards of safety and quality.
- Performs mechanical duties in the shop floor and bays, when necessary, as part of the team.
- Prepares comprehensive backup data for reports to other departments, divisions, executive staff and regulatory agencies.
- Assists in the application of required licenses and permits and works with other governmental agencies to ensure proper management of fuel and other hazardous products.
- Monitors and reports condition of the automated fuel data and fuel management program.
- Keeps abreast of the latest trends, research and safety precautions regarding the use of tools, diagnostic machines and other equipment used in the performance of repair and maintenance activities.
- Applies new technology or safety procedures to enhance operations.
- Ensures an adequate inventory of required supplies and equipment.
- Investigates the benefits and drawbacks of using certain tools, diagnostic machines and other equipment and chooses appropriate solution for specific applications.
- Prepares purchase requisitions for approval.
- Investigates and responds to emergency situations that may arise, evaluating the type of emergency, the responsible party, and corrective actions needed.
- Informs superintendent of conditions that exist that need corrective measures and schedules staff to make conditions safe until corrective measures can be made.
- Receives, reviews, prepares and/or submits various records and reports including budget documents, purchase requisitions and invoices, daily schedules, job applications, technical reports, correspondence, monthly reports and charts, personnel paperwork, etc.
- Operates and/or maintains a variety of vehicle and equipment such as automobiles, trucks, heavy equipment, mechanic's tools, diagnostic machines, gas analyzer, computer, boats, trailers, forklift, backhoe, spray machinery, telephone, two-way radio, etc.
- Interacts and communicates with various groups and individuals such as Public Works administrators and employees, sales representatives, professional peers, and the public when required.
- Performs related duties and responsibilities as required.
- High school diploma or GED
- Supplemented by seven (7) years' experience in public works or large-scale commercial fleet repair and maintenance operation; to include four (4) years at a supervisory level
- Or an equivalent combination of training and experience that provides the required knowledge, skills and abilities.
- Must possess a minimum of three (3) ASE certifications.
- A valid State of Florida Commercial Driver's License "A" with Passenger (P) endorsement must be obtained within six months of employment.
- Must obtain a Emergency Vehicle Technician (EVT) certification within two (2) years of hire.
