The Program Manager DoD Skill Bridge opportunity is designed for transitioning service members who are ready to translate military leadership, mission execution, operational planning, logistics, readiness, and resource stewardship into civilian program management. The participant gains structured, hands‑on experience supporting measurable mission outcomes, compliant contract performance, predictable financial results, client trust, employee readiness, and profitable growth. The role integrates scope, schedule, cost, quality, staffing, risk, issues, stakeholders, subcontractors, and communications across assigned programs or work streams.
Placement at the Manager level is appropriate for candidates with experience leading defined missions, projects, teams, work centers, operational functions, or comparable work streams. Placement at the Senior Manager level is appropriate for candidates with experience leading complex operations, multiple teams or functions, significant resources, senior stakeholders, or high‑risk mission execution. Final placement is based on demonstrated transferable capability, sustained military and professional performance, complexity of prior assignments, span of responsibility, leadership impact, and business need.
Participation is subject to service‑specific Skill Bridge eligibility and command approval.

DUTIES AND FUNCTIONS Skill Bridge Development & Military-to-Civilian Transition- Complete a structured orientation to Loyal Source, federal contracting, program management governance, client protocols, compliance expectations, and the government services operating environment.
- Translate military terminology, achievements, and leadership experience into civilian program management competencies and business outcomes.
- Shadow and support experienced Loyal Source program leaders in planning, client communication, staffing, financial reviews, risk management, quality, reporting, and cross‑functional governance.
- Apply military strengths—including disciplined execution, mission focus, adaptability, accountability, team leadership, and decision‑making under pressure—to program deliverables.
- Receive coaching, feedback, and development planning focused on readiness for a civilian Program Manager role at the appropriate level.
- Build familiarity with commercial financial concepts, including revenue, labor cost, budgets, forecasts, margin, invoicing, receivables, and variance narratives.
- Demonstrate progress through documented learning objectives, work products, professional conduct, and successful completion of assigned program management activities.
- Build and sustain effective relationships with government clients, including Contracting Officers, Contracting Officer’s Representatives, program stakeholders, and mission partners, while following contractual and organizational communication protocols.
- Prepare and deliver clear client and executive communications, performance updates, variance narratives, recovery plans, and decision recommendations.
- Support timely issue resolution, transparent escalation, and service recovery to protect client confidence and mission outcomes.
- Translate contract requirements, statements of work, deliverables, quality standards, and client expectations into executable plans, milestones, ownership, and operating rhythms.
- Manage day‑to‑day program execution across scope, schedule, cost, quality, staffing, resources, dependencies, risks, issues, and changes.
