Flexibility outside normal business hours may be required based on client, staff, program, crisis, and organizational needs.

PURPOSE The Youth Community Based Services Manager - QMHP provides clinical, operational, and supervisory leadership for Kanza Mental Health & Guidance Center's youth community-based services. The position oversees Youth Community-Based Services (CBS), including SED Waiver services; school-based clinicians and school-based behavioral health services; youth clinical and community programming; case management; school liaison services; wraparound services; and other assigned youth programs. The Manager is responsible for ensuring services are delivered in a high-quality, coordinated, accessible, client- and family-centered manner consistent with the Certified Community Behavioral Health Clinic (CCBHC) model.

The Youth Community Based Services Manager - QMHP provides organizational and day-to-day leadership to assigned clinical and program staff while providing clinical supervision, consultation, and oversight within the scope of their professional license. The position is responsible for coordination among youth service programs, development and maintenance of school partnerships, staff support, service access and capacity, program performance, and quality and outcome expectations.

The position collaborates closely with the Director of Clinical Services and Chief Clinical Officer to ensure youth services are clinically appropriate, operationally coordinated, responsive to community and school needs, and aligned with organizational priorities. This position promotes an integrated approach in which behavioral health, family, school, community, and social service needs are coordinated across programs rather than addressed in isolation. Responsibilities also include staff development, clinical consultation, quality improvement, regulatory compliance, documentation standards, service coordination, and direct clinical services as organizational needs require.

SCOPE OF PROGRAM OVERSIGHT Youth Community-Based Services (CBS), including SED Waiver services and related youth case management and community support programming.

School-Based Clinicians and school-based behavioral health services.

Youth clinical and community programming across assigned service settings.

Coordination among youth service programs to support continuity, reduce duplication, and promote integrated care.

Development and maintenance of effective school partnerships and coordination with educational partners.

Clinical and program staff support, including supervision, consultation, coaching, case review, and problem-solving.

Service access and capacity, including monitoring caseloads, staffing, referrals, wait times, coverage, and the ability of programs to meet community needs.

Program performance, including productivity, service delivery, documentation, engagement, utilization, and other applicable performance expectations.

Quality and outcome expectations, including clinical quality, client and family outcomes, compliance, continuous improvement, and CCBHC-related measures.

Ongoing coordination with the Director of Clinical Services and Chief Clinical Officer regarding clinical direction, program priorities, staffing needs, performance, quality, risk, service access, and opportunities for program development.

ESSENTIAL JOB FUNCTIONS
1. Supervision and Staff Leadership Provide direct supervision, leadership, coaching, and performance management to school-based clinicians/therapists, youth community-based case managers, school liaisons, wraparound/case manager facilitators, and other assigned youth services employees.
