We are looking for an experienced Chief Financial Officer (CFO) to join our team in the greater Springfield, MA area. This is a long-term contract position ideal for a highly skilled financial leader with expertise in municipal finance and operational management. The CFO will oversee financial activities, ensure compliance with fiscal policies, and play a key role in strategic planning and interdepartmental initiatives.
Responsibilities:
- Direct and manage all financial operations, including budgeting, cash flow analysis, and capital management.
- Develop and implement fiscal policies and procedures to ensure efficient financial management and compliance.
- Oversee the preparation of annual budgets, capital plans, and external audits.
- Collaborate with department heads to align financial strategies with organizational goals.
- Lead contract negotiations and labor agreements, ensuring favorable outcomes for the municipality.
- Supervise financial reporting processes and ensure accuracy and transparency in all financial documents.
- Manage government grants and ensure proper allocation of funds for municipal projects.
- Provide strategic guidance on city, capital, and operational expenditures.
- Evaluate and enhance business systems to improve financial and operational efficiency.
- Ownership of the General and Operating funds.
- Act as a key advisor on interdepartmental initiatives and special projects.
Requirements
- Proven experience in cash flow analysis and capital management.
- Expertise in month-end close procedures and financial reporting.
- Familiarity with municipal finance and government grants.
- Strong background in annual budgeting, capital planning, and external audits.
- Demonstrated success in contract and labor negotiations.
- Proficiency in using financial systems such as Munis.
- In-depth knowledge of fiscal policies and controls.
- Excellent leadership and communication skills to manage teams and collaborate across departments.
