Position: MILITARY PAY TECHNICIAN with Security Clearance
Duties
* Serves as a senior technician in the customer call/service area. Explains resolution of very complex pay problems to customers. Handles the most difficult customer complaints and resolves problems referred by lower level clerks and technicians.
* As senior technician, resolves the most difficult special and incentive pay problems, which involve complicating factors requiring extensive research, review, and application of prior pay laws, regulations, and entitlements. Work requires technician to have knowledge of and ability to apply GAO decisions, policies, and procedures.
* Resolves the most difficult pay and allowance cases which may involve substantial retroactive payments, adjustments, or collections, have an equally substantial impact on the income and morale of the parties involved, and have little or no past precedent.
* Reviews pay accounts and service records to resolve the most difficult problems affecting enlistment extension and reenlistment eligibility and bonuses. Problems may involve substantial retroactive payments, adjustments, or collections, have an equally substantial impact on the income and morale of the parties involved, and have little or no past precedent. Where such exists, work requires knowledge of GAO policies and precedents.

* Reviews military pay accounts and service records to resolve the most difficult problems in connection with a service member's separation or death. Problems may involve substantial retroactive payments, adjustments, or collections, have an equally substantial impact on the parties involved, and have little or no past precedents.
* Reviews retired military pay claims and determines entitlement to and propriety of retired pay. Also processes special interest accounts of retirees.
* Applies an in depth knowledge of military pay and allowance regulations, rules, and procedures in managing, resolving, and processing a wide variety of complex and high visibility debt collection cases. Researches and applies the applicable U.S. Code as it pertains to the individual cases and entitlements.
* Devises methods and procedures to code and input information into the automated pay system to process a wide variety of complicated pay actions. Troubleshoots errors in the automated pay system to determine if error was caused by a system deficiency or a coding problem. Uses system-generated data to identify information in the system causing errors.
* Audits pay accounts to resolve extremely complicated problems often involving several months to many years of pay history. Audits typically involve out-of-balance pay accounts or pay actions, which require in depth research, review, or application of prior pay Jaws, regulations, or entitlements as well as application of Comptroller General Decisions.
* Performs quality control on all data compiled by technicians and clerks that affect changes to members' pay, allowances, and entitlements. Takes action to resolve the most difficult problems without reference to the supervisor. Audits automated listings for accuracy of changes made to permanent records. Actions taken may involve large retroactive payments, adjustments, or collections having substantial impact the parties' income and morale.
