Highly responsible technical and supervisory position requiring considerable independent action, decision-making, and technical expertise in the coordination of personnel, equipment, materials, and contractors to ensure the safe, reliable, and efficient operation and maintenance of the City's potable water distribution system and wastewater collection system within the Public Works Department.
Highly responsible technical and supervisory position requiring considerable independent action, decision-making, and technical expertise in the coordination of personnel, equipment, materials, and contractors to ensure the safe, reliable, and efficient operation and maintenance of the City's potable water distribution system and wastewater collection system within the Public Works Department. Work involves planning, organizing, directing, and supervising the operation, maintenance, repair, inspection, construction, rehabilitation, and emergency response activities associated with the City's potable water distribution system and wastewater collection system, including water mains, wastewater gravity mains, force mains, lift stations, valves, fire hydrants, service connections, manholes, and related utility infrastructure.
The position requires extensive initiative and independent judgment to provide leadership, maintain regulatory compliance, ensure system reliability, establish service levels, and recommend projects, programs, and operational processes to meet current and future operational needs. Administrative functions of this position include enforcement of applicable policies, rules, regulations, and safety standards; budget preparation and administration; capital improvement planning; contract administration; staffing and personnel development;
performance evaluations; personnel selection; and ensuring efficient and effective operation of the Water Distribution and Wastewater Collection Divisions.

Essential Duties And Responsibilities- Oversees the operation and maintenance of water mains, gravity sewer mains, force mains, lift stations, valves, hydrants, service lines, manholes, and related infrastructure.
- Reviews utility construction plans and inspects public and private utility improvements for compliance with City standards, specifications, permits, and applicable regulations.
- Plans, organizes, directs, and supervises the daily operation, maintenance, repair, rehabilitation, and construction of the City's potable water distribution and wastewater collection systems.
- Commands an exhaustive, end-to-end understanding of the developer connection process from initial utility availability application to final closeout, to be able to guide applicants, when needed, through all internal City workflows and required external regulatory agency approvals.
- Assists in determining, developing, implementing, and ensuring adherence to operational procedures consistent with federal, state, and local laws, ordinances, regulations, guidelines, and City policies.
- Continuously evaluates City standards and engineering details to identify gaps, proactively proposing updates when encountering novel scenarios or areas for improvement.
