Position for the State of Hawaii, Department of Commerce and Consumer Affairs, Division of Financial Institutions, Field Examination Branch, Section

A. Located in Oahu (Downtown Honolulu).

Salary commensurate with education and experience.

Responsibilities
  • Conduct field and off‑site full scope examinations of financial institutions to determine solvency, soundness of management and policies, actions of officers and directors, and compliance with applicable laws.
  • Serve as examiner‑in‑charge of field examinations of full scope involving small and medium financial institutions and other regulated entities.
  • Review replies received from institutions in response to examination findings to ensure corrective action has been implemented and that issues not requiring further attention are closed.
  • Lead work assignments normally involving small and medium financial institutions and other small and medium regulated entities.
Education and Substitutions

Education:

Bachelor’s degree from an accredited college or university with at least 12 semester credit hours in accounting and/or auditing subjects.

Substitutions Allowed

1. Substitution of Experience for Basic Education Requirement:
The experience must have been of such scope, level and quality as to assure possession of knowledge, skills and abilities comparable to those acquired in four (4) years of successful study while completing a college or university curriculum leading to a baccalaureate degree which included twelve (12) semester credits hours in accounting/auditing subjects.

The following types of experience may be substituted for education on a year‑for‑year basis.

  • Excess General Financial Institution Examining Experience.
  • Excess Specialized Experience or any other responsible administrative, professional or analytical work experience which did not require the knowledge and application of generally accepted accounting and/or auditing principles and practices may be substituted for the Education Requirement on a year‑for‑year basis.
General Experience

Two (2) years professional experience in any or a combination of the following:

  • Professional accounting or auditing experience.
  • Experience teaching accounting at the college or university level.
Specialized Experience

Two (2) years professional experience which demonstrated knowledge of the business operations of financial institution(s), including the interrelatedness of various financial transactions and their effect on the overall condition of the institution.

Substitution of Education for Experience
  • A. A bachelor’s degree in accounting or a bachelor’s degree with accounting and/or auditing coursework equivalent to a bachelor’s degree in accounting may be substituted for six (6) months of General Experience.
  • B. A master’s degree in accounting, or a master’s degree with accounting and/or auditing coursework equivalent to a master’s degree in accounting may be substituted for all of the General Experience.
  • C. A Ph.D. degree in accounting, or a Ph.D. degree with accounting and/or auditing coursework equivalent to a Ph.D. may be substituted for all of the General Experience.
Knowledge

Financial services theory, practice and law; economics; business administration; accounting; and financial analysis.

Skills and Abilities
  • Ability to analyze facts and figures, derive sound conclusions; interpret and apply state and federal laws, rules and regulations, examination and administrative policies and procedures, accounting standards; assess and evaluate risks in the activities and operations of financial institutions and the quality of management of financial institutions and other regulated entities.
  • Demonstrate the skills and expertise required to examine regulated institutions and entities that exhibit problem characteristics.
  • Deal effectively with personnel; regulated institution and entity officials; state, federal and foreign regulatory authorities; and the general public.
  • Organize work to produce numerous and diverse work products of good quality and in a timely manner.
  • Direct, coordinate and review the work of others.
  • Respect and maintain confidentiality required by the subject matter.
