Located in the Financial Statements Section, Uniform Accounting and Reporting Branch, Accounting Division of the Department of Accounting & General Services, this position is responsible for the coordination of the annual Schedule of Expenditures of Federal Awards (SEFA). Duties and responsibilities include interpreting the Federal Office of Management and Budget pronouncements, preparing instructions and SEFA data packages, analyzing and consolidating financial information, drafting financial statements and notes, and providing SEFA data input training to departmental personnel.

This position also assists the Section Chief in coordinating the preparation of the State's Comprehensive Annual Financial Report.

To effectively perform these duties and responsibilities, applicants must possess demonstrated knowledge of governmental accounting and reporting standards promulgated by the Government Accounting Standards Board and/or Federal Office of Management and Budget; and the ability to independently review, interpret and apply authoritative guidance; and communicate complex and technical matters in a clear and concise manner.

Legal Authorization to Work Requirement

The State of Hawaii requires all persons seeking employment with the government of the State shall be citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States.

Education

A bachelor's degree from a regionally accredited four-year college or university with at least twelve (12) semester credit hours in accounting and/or auditing subjects.

Professional Accounting Experience

Three and one-half (3 1/2) years of progressively responsible professional accounting or auditing experience which may have included teaching accounting at the university level.

Fund Control Experience

One (1) year of professional work experience interpreting and applying governmental accounting and reporting requirements and pronouncements, and analyzing and preparing governmental financial statements in accordance with Generally Accepted Accounting Principles.

Such experience may have been gained concurrently or separately in meeting the Minimum Qualification Requirements for the class Accountant V.

Evidence of having passed the Uniform Certified Public Accountant Examination may be substituted for the Fund Control experience requirement.

Supervisory Aptitude

Demonstration of aptitude or potential for the performance of supervisory duties through successful completion of regular or special assignments which involve some supervisory responsibilities or aspects of supervision, e.g., by serving as a group or team leader, by the completion of training courses in supervision accompanied by application of supervisory skills in work assignments; and/or by favorable appraisals by a supervisor indicating the possession of supervisory potential.
