Authorized level of the position is Administrative Services Assistant. Applications are being accepted down to the Professional Trainee I in the event of recruiting difficulties.
Salary RangeAll new external applicants will be placed on the initial step of the salary range. Placement above the initial step will be based on special characteristics, critical needs, exceptional qualifications, availability of funds, and other relevant factors. Such appointments require prior approval. Hawaii State Department of Education employees will be placed on the salary range in accordance with Department regulations.
- Professional Trainee I, SR-16: $4,243.00 - $5,162.00 per month
- Professional Trainee II, SR-18: $4,590.00 - $5,588.00 per month
- Professional Worker III, SR-20: $4,961.00 - $6,043.00 per month
- Administrative Services Assistant, SR-22: $5,369.00 - $6,535.00 per month
- Coordinates the preparation of budget and program plans and prepares appropriate justification;
- Maintains records of appropriations, expenditures, income and cost allocations;
- Develops, implements and maintains internal fiscal policies and procedures;
- Oversees the preparation of billing and maintenance of payment schedule;
- Coordinates personnel services and develops contracts for services;
- Serves as EEO officer;
- Conducts special studies including defining the problem, conducting background research and other fact finding, analyzing the information, preparing alternatives and making recommendations;
- Coordinates and oversees the completion of reports and grant application requests;
- Conducts cost analysis and allocation studies;
- Drafts proposed legislation, policies, procedures, rules, and regulations;
- Serves as liaison between administrator and staff;
- Serves as liaison with other agencies and public and represents the administrator at meetings, conferences or negotiations;
- May provide staff services to an advisory or policy making board; may supervise clerical staff.
Education Requirement
Graduation from an accredited college or university with a baccalaureate degree. Excess work experience as described below can be substituted on a year-for-year basis.
General Experience RequirementNone for Professional Trainee I; six (6) months for Professional Trainee II; one and one-half years for Professional Worker III; and two and one-half years for Administrative Services Assistant, demonstrating the ability to perform administrative assignments such as budget formulation, fiscal operations, personnel administration, program analysis, and planning.
License RequirementApplicants must possess a current valid passenger‑type motor vehicle operator's license to drive in the State of Hawaii.
Non‑Qualifying ExperienceClerical or paraprofessional work, even in budget or program evaluation, does not qualify.
Substitutions Allowed- Completion of a master’s degree in business or public administration may substitute one year of general experience.
- Completion of a Ph.D. degree may substitute all required experience.
Merely having the required number of years of experience is not sufficient; the applicant’s overall experience must demonstrate the ability to perform the duties of the position.
Supplemental InformationThe advertised salary is based on full‑time employment and includes shortage and school year differentials, if applicable. Applicants must meet all specified requirements as of the application date. Calculation of experience is based on full‑time 40‑hour work weeks.
Temporary AssignmentClaims of Temporary Assignment experience must be verified and attached to the application using one of the following: a copy of the applicant’s TA History Report, a signed letter from the applicant’s supervisor, or copies of the applicant’s signed SF‑10 Forms.
