The Procurement and Supply Specialist series includes professional positions responsible for assuring the adequate provisioning of supplies, equipment, material and services to a State department or large agency with extensive purchasing activity and supply needs which substantially transcend normal office supplies and other standard State purchases. The work involves the responsibility for purchasing and, typically, for other functions such as storage, distribution and inventory management.
Knowledge of State laws, rules, regulations, policies and practices in purchasing and, usually, in one or more other specialties in the provisioning of supplies, equipment and services to major departments or agencies are required as well as significant independent judgment and analytical ability in the conduct of work.
To qualify, you must meet all of the following requirements:
Legal Authorization to WorkThe State of Hawaii requires all persons seeking employment with the government of the State shall be citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States.
EducationGraduation from an accredited four‑year college or university with a bachelor's degree.
Specialized ExperienceONE (1) and ONE‑HALF (1/2) YEARS of progressively responsible work experience in purchasing which involved working with users and vendors to identify, clarify and specify requirements for products, materials, equipment or services in order to:
- A.
Develop specifications for formal bids and/or update existing specifications to ensure their currency and applicability. This experience must have demonstrated knowledge of documentation requirements for formal purchases (e.g., standard bonding requirements, severability, special provisions, etc.), an understanding and use of common purchasing resources (e.g., manufacturers' catalogs, buyers' guides, etc.) and purchasing methods and practices; - B.
Conduct research and studies on products, etc., such as life cycle or in‑use cost studies; testing, evaluating and reporting on alternative products, and/or comparable studies in order to make purchasing recommendations to management. This experience must have involved identifying and gathering pertinent data, analyzing and evaluating data gathered, considering alternatives and their implications and recommending alternatives for action.
The Procurement and Supply Specialist III must have had at least six (6) months of experience in each of the areas specified in A OR B above,
AND at least one (1) year of experience in dealing with purchases of a moderately complex and complex nature:
- Moderately complex purchases: (a) purchases for which there are indirect precedents such as in the purchase of security services for an agency which never had security services before. In this example, precedents in the form of security contracts for a number of other agencies are available to provide the specialist with a general approach to the assignment, characteristics of the purchase to look for, etc.;
or (b) any purchase which is new or unique which does not meet the requirements for Complex Purchases. - Complex purchases require substantial judgment to determine essential descriptive and other criteria, and to differentiate between users' needs and preferences.
In addition, applicants must possess experience which demonstrated the following:
- A. Knowledge of purchasing methods and techniques;
- B. Ability to interview users, vendors and others regarding user requirements;
