Duties
- You will provide assistance to technical specialists of the requesting program/project office in the preparation/development of contractually acceptable specifications, work statements, and quality assurance criteria.
- You will analyze the effects of industrial developments, seasonal price trends, and economic factors affecting supply and materials, transportation costs, and availability of storage facilities on agency requirements.
- You will determine the need for clauses to cover special conditions, such as inspection and acceptance, liquidated damages and government furnished equipment/property.
- You will investigate the adequacy and soundness of the firm's credit and financial position to guaranteed loans to establish the contractor's financial capability to successfully perform the contract requirements.
- You will determine appropriateness and reasonableness of proposed labor, material, overhead rates, escalation rates, and profit by utilizing audits and other available sources, including consulting with technical experts.

and category assigned to the position is required within established category time frames. - Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
- Males born after 12-31-59 must be registered for Selective Service.
- You will be required to obtain and maintain a SECRET security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- You will be required to obtain and maintain a current valid United States driver's license.

and category assigned to the position is required within established category time frames. - You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Negotiate changes (e.g., extensions of delivery schedules, price adjustments, labor hours, terms and conditions, overhead rates) resulting from contract modifications.
2) Solicit proposals from prospective contractors and prepare solicitation documents.
3) Conduct procurement or contract negotiations or procurement/contract discussions that result in mutually acceptable outcomes (e.g., contract modifications, supplementary agreements, and settlements form change orders).
4) Advise technical representatives on procurement requirements and regulations for work involving facilities support services, architect-engineering, or construction contracts.
5) Monitor contract performance to ensure conformance with contract terms and conditions.
