Position: HUMAN RESOURCES SPECIALIST (CLASSIFICATION).

Responsibilities

  • Conduct position management analysis for assigned organizations and advise supervisors and management on ways to improve structure, work distribution, and employee skill utilization.
  • Determine appropriate position title, occupational series, and grade in accordance with OPM classification standards, DON/DOD guidance, and OPM review decisions.
  • Coordinate potential corrective actions with Staffing and/or Labor Relations departments.
  • Review and intake new position request submissions in a timely manner.
  • Provide training on classification and position management topics to management.
Conditions of Employment
  • Must be a U.S. citizen.
  • Must be deemed suitable for federal employment and participate in direct deposit payroll.
  • New employees to the Department of the Navy must pass E-Verify employment verification.
  • Current federal employees applying for GS jobs must meet time‑in‑grade requirements as of the closing date.
  • Eligibility for certain appointments (e.g., retired military, Selective Service) follows applicable federal statutes.
  • Security clearance (interim or final) must be obtained and maintained prior to duty assignment.
  • Travel may be required for CONUS and OCONUS duties, including extended use of military or commercial aircraft.
Qualifications

GS‑09 Grade Level: Demonstrate at least one year of specialized experience at or equivalent to GS‑07. Experience must include applying OPM Position Classification Standards, gathering and analyzing data, and communicating findings orally and in writing.

GS‑07 Grade Level: Demonstrate at least one year of specialized experience at or equivalent to GS‑05. Experience must include applying basic HR principles and analyzing basic data.

Additional Qualification Information: Experience includes paid, unpaid, and volunteer work that develops competencies relevant to HR classification and analysis.

Education: If substituted for experience, qualifications are met by holding (or having completed) an advanced degree, bachelor’s degree with superior achievement, or an LL.B./J.D. related to the position. Education and experience may be combined as described above.
