Position: Lead Contract Specialist.

Responsibilities

  • Serves as the central point of contact for assigned procurements.
  • Performs market research to determine availability of products or producers and to develop new sources.
  • Coordinates set‑asides with the Small and Disadvantaged Business Utilization Office (SADBU) in efforts to expand competition.
  • Obtains and assesses information regarding EEO compliance of potential contractors.
  • Obtains price data and audit/cost/price analysis reports, freight rates, and develops negotiation objectives.
  • Reviews, advises, and signs awards and modifications for unwarranted specialists.
  • Provides guidance and training to lower grades and new hires.
  • Articulates and communicates to the team the assignments, projects, problems to be solved, actionable events, milestones, and program issues, and establishes deadlines and time frames for completion.
  • Applies signature to final award documents to obligate Navy funds.
Conditions of Employment
  • Must be a U.S. citizen.
  • Tour of Duty:
    Set Schedule Mon‑Fri, 0600‑1430.
  • Security Requirements:
    Non‑Critical Sensitive with Confidential Access.
  • Appointment is subject to the completion of a favorable suitability or fitness determination; unfavorably adjudicated background checks will be grounds for removal.
  • Fair Labor Standards Act (FLSA):
    Exempt.
  • Selective Service Requirement:
    Males born after 12‑31‑59 must be registered or exempt from Selective Service.

Qualifications
  • Basic Contracting Requirement:

    A) A bachelor’s degree from an accredited educational institution authorized to grant baccalaureate degrees OR

    B) a current civilian employee in DoD or member of the Armed Forces who occupied an 1102 contracting officer position or comparable military contracting position with authority to award or administer contracts above the simplified acquisition threshold on or before September 30, 2000, are excluded from requirement

  • Contracting Officer Requirement:
    Must possess at least two years of experience in a contracting position.
  • Specialized

    Experience:

    One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position; for GS‑12, the experience must be at the GS‑11 grade level or equivalent under other pay systems. Applicants must satisfy eligibility requirements including time‑in‑grade, time‑after‑competitive appointment, minimum qualifications, and any other regulatory requirements.
  • Creditable specialized experience includes:
    • Performing market research to determine availability of products and develop new sources.
    • Reviewing market conditions, specifications, and/or technical data packages to develop acquisition strategies.
    • Conducting negotiations regarding procurement price, settlements, contractual changes, terms and conditions, and lead‑times to meet customer needs.
    • Investigating and resolving demand planning issues and discrepancies.
    • Preparing award documents (purchase orders, delivery orders, or contracts) and reviewing them for adequacy and completeness.

Education is required. Substitution of education may not be used in lieu of specialized experience for this grade level. You must provide transcripts or other documentation to support your educational claims. Unofficial transcripts are acceptable at the time of application.

Foreign education:
If education completed in foreign colleges or universities is used to meet the qualification requirements, the credentials must be evaluated by a private organization that specializes in the interpretation of foreign education programs and deemed equivalent to that gained in an accredited U.S. education program, or full credit must be given for the courses at a U.S. accredited college or university.
