The AUKUS, Submarines, and Industrial Base Group (ASIG), within the Sea, Land, Air Division, provides timely, objective, analytic assessments that integrate technical, operational, programmatic, policy and business analysis to Director Submarine Program directorates and key stakeholders surrounding submarine platform construction. Director Submarine Program unifies submarine platform procurement activities, which includes the Columbia-class SSBN program (a Major Defense Acquisition Program and the Navy’s top acquisition priority), the Virginia-class SSN program, the new SSN-X program (developing the next generation attack submarine), and the AUKUS Integration and Acquisition Office, to bring improved capabilities to our undersea forces.

Analysts and Engineers supporting Director Submarine Program will continue SPA’s decades of support to the SSBN force, as well as supporting oversight of cutting-edge attack submarine construction, assisting in developing the design requirements for the SSN platform of the future, and helping plan and execute new and innovative strategies to strengthen the critical submarine shipbuilding industrial base. These are high-profile, major acquisition and manufacturing programs of significant importance to the future capabilities of the US Navy in an era of renewed strategic competition.

SPA has an immediate need for an AUKUS Program Analyst in Pearl Harbor, HI.

Responsibilities

The candidate’s primary responsibility will be a policy and program analyst supporting the Commander, U.S. Pacific Fleet (COMPACFLT) Plans and Policy Directorate (N5). The incumbent will provide direct contractor support to the trilateral security partnership between Australia, the United Kingdom (UK), and the United States referred to as AUKUS. The primary focus of this role is to provide policy analysis and coordination in support of COMPACFLT’s AUKUS-related efforts.

This role involves assisting in the coordination of efforts across multiple commands to help align AUKUS initiatives with U.S. Pacific Fleet objectives, while providing administrative and analytical support for Australia and UK‑related policy within the N5 directorate. The role also involves providing administrative support to AUKUS-related VIPs visiting COMPACFLT.

The candidate’s secondary responsibility will be supporting Commander, Submarine Forces U.S. Pacific Fleet (COMSUBPAC) Plans and Policy Directorate (N5) and Total Workforce Management (N1). The focus of this role is to provide administrative support to AUKUS-related VIPs visiting COMSUBPAC, International Military Students (IMS) training at Pearl Harbor Naval Shipyard (PHNSY) and assist COMSUBPAC N1 with Submarine Squadron THREE (CSS
3) stand up.

This position is primarily on site and seated at COMPACFLT N5. Occasional travel between COMPACFLT and COMSUBPAC using a POV should be expected. Travel outside of the Pearl Harbor area as part of this assignment should be minimal (i.e. less than 10%).

Areas of focus include:

  • Serving as the primary analyst for the review, coordination, and endorsement of AUKUS-related technical execution documents that formalize requirements for the establishment of U.S. Submarine Rotational Force – West (SRF-W), such as Requirements Reference Documents (RRDs) and technical arrangements.
  • Reviewing documents pertaining to a wide range of efforts including infrastructure, posture, maintenance, repair, and overhaul (MRO) locations, base services, and logistics to ensure alignment with U.S. policy and COMPACFLT objectives.
