Pay Range: $68,000 - $133,000

Note: Individuals typically begin between the minimum to middle of the pay range

The Program Manager of Commercial Products is primarily accountable for planning, coordinating, and managing product-related programs, initiatives, implementations, and operational work streams. This role applies program management discipline to product strategy, product development, benefit changes, regulatory implementations, vendor initiatives, and cross-functional execution. The Program Manager serves as a product subject matter expert, ensuring product decisions, requirements, documentation, timelines, risks, dependencies, stakeholder communications, and deliverables are aligned, accurate, compliant, and completed on time.

This position partners closely with leadership, internal cross-functional departments, external vendors, and market-facing teams to support successful product outcomes and continuous improvement across assigned products and programs.

Minimum Qualifications
  • Bachelor's degree and five years of related work experience in program management, project management, product management, health program administration, product operations, health plan operations, benefit administration; or an equivalent combination of education, training, and experience.
  • Experience managing cross-functional programs, projects, or operational initiatives involving scope, timelines, deliverables, risks, stakeholder communications, implementation activities, and reporting.
  • Experience supporting healthcare products, health programs, vendor-supported services, operational initiatives, or business process improvement efforts.
  • Strong program and project management skills, including planning, execution, facilitation, risk management, issue resolution, stakeholder engagement, and status reporting.
  • Working knowledge of health insurance products, health programs, benefit administration, product operations, healthcare delivery, or related business functions.
  • Knowledge of vendor management principles, operational performance monitoring, and service delivery management.
  • Strong analytical and problem-solving skills with the ability to evaluate program performance, business impacts, operational effectiveness, financial results, utilization trends, and customer needs.
  • Strong written, verbal, and presentation skills, with the ability to develop executive summaries, business cases, decision-support materials, training content, and stakeholder communications.
  • Strong organizational skills with the ability to manage multiple priorities, projects, and deadlines simultaneously.
  • Intermediate knowledge in Microsoft Office applications, including Excel, PowerPoint, Project, Word, Outlook, and Teams.
  • Ability to create professional presentations, reports, dashboards, training materials, and executive-level communications.
Duties and Responsibilities
  • Product Program Management:
    • Manages product-related programs, product launches, projects, initiatives, and work streams to ensure timely, coordinated, and effective execution across the product lifecycle:
      • Develops and manages product program plans, including scope, objectives, requirements, milestones, timelines, resources, dependencies, risks, issues, decisions, and success measures.
      • Develops full-scale project plans, including defining project tasks, timelines, resource requirements, budget needs, and resource allocation.
      • Manages program governance, status reporting, issue escalation, change requests, implementation decisions, stakeholder communications, and post-implementation follow-up.
      • Ensures assigned product programs are delivered on time, within approved scope, and consistent with product strategy, operational readiness, compliance requirements, and business objectives.
      • Applies product subject matter expertise to identify dependencies, clarify requirements, resolve issues, and support informed decisions throughout planning and execution.
      • Develops and presents executive-level presentations & summaries, business cases, program updates, and decision-support materials for leadership, translating complex product, program, operational, and financial information into clear, actionable insights.
      • May act as business owner as needed to provide ongoing project support.
  • Product & Health Programs Operations, Governance & Vendor Management
    • Conducts feasibility assessments and supports the implementation, administration, and ongoing management of health programs, services, and vendor-supported solutions.
    • Manages vendor relationships, operational performance, contractual obligations, and related issue resolution activities.
    • Supports health program governance, compliance, audit, reporting, and program evaluation activities, including committee and subcommittee management.
    • Evaluates program performance and identifies opportunities to improve outcomes, member experience, operational efficiency, and financial results.
