The Section 3 Compliance Coordinator is responsible for ensuring full compliance with HUD Section 3 (24 CFR Part 75), Equal Employment Opportunity requirements, and federal labor standards on HUD-funded construction projects. This role coordinates workforce development, tracks labor hours, and ensures that hiring, training, and contracting activities meet required benchmarks for Section 3 workers and businesses.
The position plays a critical role in advancing economic opportunities for low- and very low-income residents in accordance with HUD regulations and project-specific Section 3 plans.
PRIMARY FUNCTIONS & RESPONSIBILITIES- Implement and monitor compliance with Section 3 requirements, including achieving labor hour benchmarks for Section 3 and Targeted Section 3 workers, while prioritizing hiring of public housing residents, Section 8 participants, Youth Build participants, and other low-income individuals.
- Oversee contractor and subcontractor compliance by ensuring required Section 3 provisions are included in all contracts, verifying documentation of hiring efforts, and monitoring workforce participation across all project phases.
- Prepare and submit monthly and final Section 3 reports, maintain accurate records of labor hours and worker eligibility, and support audits or compliance reviews conducted by HUD or the Public Housing Authority.
- Coordinate workforce development initiatives by partnering with trade schools, Union apprenticeship programs, and community organizations to provide training, certifications, internships, and career pathway opportunities.
- Ensure compliance with Equal Employment Opportunity requirements by monitoring contractor hiring practices, supporting affirmative action efforts, and enforcing nondiscrimination standards in employment, training, and advancement.
- Support adherence to Davis-Bacon and federal labor standards by reviewing certified payrolls, verifying proper wage classifications and payments, maintaining required documentation, and assisting in resolving wage-related issues.
- Serve as a liaison among HUD, the Public Housing Authority, developers, contractors, and community stakeholders, while maintaining a Section 3 worker registry and supporting outreach through appropriate platforms and programs.
- Bachelor’s degree in Public Administration, Construction Management, HR, or related field (or equivalent experience)
- 3+ years of experience in HUD programs, compliance, workforce development, or construction administration
- Working knowledge of Section 3 regulations, Davis-Bacon Act, and Equal Employment Opportunity requirements
- Experience with compliance reporting and data tracking
- Experience working with Public Housing Authorities or HUD-funded projects
- Familiarity with apprenticeship and workforce training programs
- Section 3 or compliance-related certifications (preferred but not required)
- Regulatory compliance and attention to detail

- Combination of office and on-site construction environment
- Regular interaction with contractors, Unions, residents, and public agencies
