Position: Construction Manager on Federal Government Facilites

Description

Mac Donald-Bedford LLC is seeking experienced Construction Managers (CM) to support a variety of large-scale infrastructure, renovation, and federal construction projects
. These roles are field based with assignments on government and institutional projects
, including major construction (MILCON or large facility projects) and sustainment, restoration, and modernization (SRM or repair/renovation projects).

Requirements

Key Responsibilities
  • Provide construction management services (CMS) for pre-construction award functions, quality assurance and contract administration.
  • Expertise in preparing and finalizing pre-award, quality assurance and contract administration responsibilities for Government Construction Contracts.
  • Participate in the three-phase inspection process (preparatory, initial, and follow-up), attending construction contractor progress and technical meetings.
  • Perform technical submittal reviews, RFI responses, schedule evaluations, and change order cost estimating.
  • Document project progress using Resident Management System (RMS) and other relevant platforms, ensuring contract conformance on‑site.
  • Support commissioning processes, including start‑up, testing, and warranty inspections.
  • Assist with technical interpretation of construction requirements and ensure compliance verification.
  • Coordinate with multidisciplinary teams, subcontractors, and government stakeholders to ensure timely and successful project execution.
  • Support cost estimating, schedule assessments, and contract compliance oversight.
  • Conduct daily site inspections and maintain accurate progress documentation.
  • Ensure adherence to construction codes, safety standards, and contract specifications.
  • Bachelor of Science Degree in Construction Management, Engineering, Architecture, or equivalent professional experience.

Substitution of a Bachelor of Science degree in Engineering will be considered as follows: a two (2) year technical degree related to design or construction supplemented with at least three (3) years of U.S. Army Corps of Engineers experience in construction management; or a graduate or post‑graduate degree in business or a technical field supplemented with at least one (1) year of U.S. Army Corps of Engineers experience in construction management.

  • 15+ years of on‑site construction management experience with management responsibility supervising teams conducting quality assurance, contract administration and construction means and methods; or five (5) years of working knowledge of U.S. Army Corps of Engineers policies, procedures, processes, and regulations ideally supporting federal, institutional, or large infrastructure projects.
  • Knowledge of government construction protocols, including RMS documentation, three-phase inspection process, and QA/QC procedures.
  • Familiarity with building codes, OSHA safety regulations, and LEED documentation processes.
  • Proficiency with construction scheduling and management software (e.g., Procore, MS Project, Primavera P6).
  • OSHA 30 certification or ability to obtain prior to project start date.
  • PMP, CCM, or similar professional certifications are a plus.
  • Experience with cost estimation, change order evaluation, and progress payment review.
  • Citizenship of the United States.
Preferred Qualifications (per federal program requirements)
  • Knowledge of Anti‑Terrorism Force Protection (ATFP) protocols and LEED practices.
