I. Introduction
The Vice Chancellor of Academic Affairs reports directly to the Chancellor of the College and serves as the chief academic officer for the College. The Vice Chancellor is responsible for the overall leadership of academic affairs and support activities for the administration of three academic divisions (Arts and Sciences, Transportation and Trades, Communication and Services) as well as student services, academic support and information technology services.
The Vice Chancellor provides leadership to the overall academic development of the College and ensures compliance with all applicable University regulations regarding curriculum and programs; oversees activities of academic affairs personnel and assures that performance is at an acceptable level; supervises and evaluates staff and program outcomes, and recommends to the Chancellor personnel transactions that relate to hiring, leaves, evaluations, and terminations.
Externally, the Vice Chancellor of Academic Affairs represents the academic interests of Honolulu Community College.
II. Duties and Responsibilities
* Academic Programs, Student Services and Information Technology Services:
Provides overall leadership for academic affairs and support activities for the administration of three academic divisions (Arts and Sciences, Transportation and Trades, Communication Services) as well as student services, academic support (library, policy, planning and institutional research, the design center, testing and tutoring, and disability services) and information technology services.
Coordinates all academic programs with respect to cross-divisional matters, including curriculum and schedules. Provides direction for faculty development. Facilitates cross-division problem solving and decision-making. Makes cross-divisional decisions that have not been otherwise delegated or assigned and that cannot be made through consensus (e.g., scheduling, lectureship funding, and budgeting decisions required to avoid overspending). The Vice Chancellor's approval is required to commit Academic Affairs resources.
Oversees the overall development of credit curriculum, courses, activities related to learning and teaching, and student services. Ensures compliance with College and University rules and regulations regarding course and program approvals. Oversees student services plans, activities, and performance. Integrates student services with instruction.
Supervises administrators of academic programs in the Academic Affairs unit and the Dean of Student Services as well as personnel in the Office of Academic Affairs.
Oversees the coordination and management of internal and external credit course and degree articulation agreements. Provides overall leadership for academic programs, student services, academic support and information technology services,
Oversees academic support activities, including the student success and retention activities, testing and tutoring and library operations, policy planning and institutional research, the design center operations and disability services.
Oversees the information technology services activities.
Oversees program review activities and overall assessment of programs.
Assumes Vice Chancellor's level of responsibility for personnel, curriculum, budget and expenditures as defined by University of Hawaii, Community Colleges, and Honolulu Community College policies. Personnel responsibilities include a role in hiring and evaluation.
* Campus-wide Issues:
Provides overall leadership for academic programs, student services, academic support and information technology services.
Oversees program review activities and overall assessment of programs.
Oversees the development of the College's overall enrollment, success and post-completion success plans.
Serves as a contributing member of the Chancellor's Staff and performs academic affairs tasks assigned by the Chancellor.
Advises the Chancellor regarding Faculty Senate committee membership recommendations.
Advises the Chancellor leadership for the accreditation self-study.
* System and External Issues:
Represents the College in academic affairs matters.
Serves as accreditation liaison.
