Position: Educational Specialist II - Office of Hawaiian Education, 605216 (2026-01021)

Under the general supervision of the Hawaiian Education Director of the Office of Hawaiian Education, the Educational Specialist II will lead curriculum design, development, and implementation for grades 7‑12.

Type of Appointment

This position is included in the Educational Officers' Bargaining Unit and will be filled as a clear line appointment.

Written Examination

A written examination/assignment may be administered to determine possession of the knowledge and abilities portions of the minimum qualification requirements.

Responsibilities
  • Conduct theory, action, and practice based research to inform the process for Kaiapuni curriculum design, provide leadership, and curate a comprehensive curriculum plan for grades 7‑12 with instructional materials and formative assessment tools.
  • Prepare program plans, budgets, expenditure plans, contracts, memoranda of agreement, program related reports, memoranda, testimonies, and other information related to the implementation of a statewide Kaiapuni curriculum plan for grades 7‑12. Serve as an active member of DOE cross‑functional teams related to improving instruction at the school level, such as a AYP Response Team, a monitoring team, and a team documenting the impact of federal programs on instructional improvement.
  • Keep abreast of and disseminate information regarding Kaiapuni, especially in significant research results and promising educational activities in second language acquisition and immersion education related to grades 7‑12. Develop curriculum frameworks, guides, resource materials, material and equipment lists, and other documents incorporating Hawaiian culture, history, and language where appropriate.
  • Evaluate and monitor the program and assess and identify program needs, especially for grades K‑6, to develop goals, objectives, and long‑range plans for the Kaiapuni Program to ensure system‑wide curriculum plan implementation and conformance to minimum program standards and established instructional policies.
  • Help with consultative services and trainings to complex areas, schools, other state office personnel, community groups, or other agencies requesting such services as pertaining to the Kaiapuni Program in grades 7‑12.
  • Attend, on behalf of the Kaiapuni ES II, as a liaison between the Department of Education, the University of Hawaii and other state government agencies, community groups, professional organizations, professional community service providers, mainland agencies and organizations in the area of Kaiapuni education.
  • Perform other related duties as assigned.
  • Education

    Graduation from an accredited college or university with a master’s degree in education with specialization in a subject field appropriate to the area(s) of assignment.

    • Education Substitution:
      Bachelor’s degree from an accredited college or university or valid certificate/license in education plus two (2) additional years of relevant experience in a subject field appropriate to the area of assignment and two (2) years of school level curriculum design leadership at a Kaiapuni school.
    Experience

    Responsible professional work experience in education of which four (4) years shall have been in teaching and two (2) years in curriculum or program planning, as appropriate.

    • Experience Substitution:
      Nine (9) years of responsible professional work teaching in a Kaiapuni classroom with experience in project and/or change management.
    • Desired

      Experience:

      Teaching Hawaiian education content and curriculum in a Kaiapuni K‑12 classroom.
    • Combined

      Education and Experience:

      An equivalent combination of education and experience may be acceptable as determined by the Department. Substitutions can be considered for the requirement of experience in an education program, agency, or system.
