About This Role

PATCH is seeking an individual to direct and optimize the daily operations of the Early Childhood Workforce Registry program, from initial application review through final compliance evaluation. This role leads the program staff, manages operational resources, acts as the primary coordinator for the Approval Panel, and transforms program data into actionable statistical reports.

What You’ll Do
  • Coordination of Early Childhood Workforce Registry program to include:
    Registry, Scholarships, and Career Counseling.
  • Recruits, trains and supervises employees reporting to her/him
  • Monitors the budget and ensures compliance with all contractual commitments
  • Creates and submits all required reports
  • Monitors all data, documentation and statistics, and all statistical reports as related to contractual requirements.
  • Assist in reviewing all Registry applications and determines the position the individual is eligible to hold in a licensed child care center.
  • Review processed application (random) from qualifications – certificates at minimum 10 weekly
  • Conducts employee training and must ensure contractual requirements for the Registry program are met statewide.
  • Performs follow-up calls to providers if the Registry application packet is incomplete or inaccurate.
  • Attends Registry Approval Panel meetings.
  • Enters data on the Registry logs. Compiles statistical data and prepares program reports. Responsible for all statistical/data reports related to the Registry program.
  • Scans and organizes practitioner files into file storage system. Oversees Registry Admin, Specialist I & II in the scanning procedures.
  • Provides client outreach, program marketing, and neighbor island career counseling as needed.
  • Represents the Registry program at various community committees, task forces, outreach events, and national or other conferences regarding professional development in the Early Childhood Education (ECE) field.
  • Conduct monthly staff meetings/program meeting
  • Provides support with ECE CDA Workforce Expansion program, to include program organization, assist with reporting and meeting with stakeholders.
  • Assists in program marketing and attending outreach events to promote the Registry.
  • Performs other duties as assigned.
Working Conditions
  • Usually indoors under regular office conditions. Requires long periods of sitting.
Work Hours
  • Oahu: 7:30 a.m. to 4:30 p.m. Monday
    - Friday; duties may require evening and weekend hours.
Equipment Use
  • Computer and standard office equipment.
Mental, Physical and Communication Demands
  • Requires relating to people in a friendly and professional manner with excellent verbal and written communication skills.
  • Must be organized and able to pay close attention to detail.
  • Must be able to interact and communicate effectively with a wide variety of people.
  • Demonstrate the ability to work independently and closely in a team.
Requirements
  • Previous experience interacting in a multi-cultural community.
  • Experience in staff supervision.
  • Requires knowledge of customer service and oral and written communication skills.
  • Requires proficiency in computer & typing skills.
  • Experience working in the early childhood field is preferred.
  • Knowledge of State’s child care licensing requirements is preferred.
  • Knowledge of community child care issues and resources is preferred.
  • Bachelor’s Degree with a minimum of 30 Early Childhood Education credits.
