The Public Administration Program (PUBA), College of Social Sciences, University of Hawai‘i at Manoa invites applicants for the position of Assistant Professor (F-3) or Associate Professor (F-4). This is a permanent, tenure track, full-time, 9‑month, faculty appointment to begin August 1, 2026 (preferable) or January 1, 2027, subject to position clearance and availability of funds.
The University of Hawai‘i at Manoa is the flagship campus of the UH system. The university is a Carnegie Research I institution located in Honolulu, the state’s capital (900,000 population), an extremely diverse racial and ethnic community.
The Public Administration Program is a NASPAA‑accredited Master of Public Administration (MPA) Program within the College of Social Sciences. In addition to the MPA, the Program offers two Graduate Certificates (GCERTs):
1) GCERT in Public Policy and
2) GCERT in Nonprofit Management.
The mission of PUBA is to equip those with public and community responsibilities in Hawai‘i, the continental U.S., and the Asia‑Pacific region with the knowledge and skills needed to adapt to changing public service environments and to work collaboratively to solve problems.
The Program does this in a manner informed by the traditions, cultural sensitivity, and inclusiveness special to Hawai‘i, enabling our graduates to provide leadership and improve communities wherever they serve. Through teaching, research and service, the Program aims to give current and future public service professionals the knowledge and skills they need to be effective leaders in a diverse and globalizing world.

Duties and Responsibilities- Assistant Professor (F-3)
- Teach required and elective courses in public administration for the Master of Public Administration and Graduate Certificate in Public Policy;
- Advise and mentor students;
- Advise group Capstone projects;
- Provide assistance with practicum placements;
- Undertake scholarly and applied research, including publishing in leading public administration outlets and obtaining external research funding, consistent with the purposes of the Program and the College;
- Provide service to the Department, College, and University, and relevant professional communities;
- Other duties as assigned by the Program Director.
- Associate Professor (F-4)
In addition to the duties and responsibilities of the Assistant Professor rank,
- Assistant Professor (F-3)
- PhD or equivalent in public affairs, public administration, public policy, or related field from an accredited college or university or foreign equivalent; ABDs will be considered but all degree requirements must be completed prior to the date of hire.

- Demonstrated scholarly achievement;
- Demonstrated research and teaching interests in public administration and public policy;
- Demonstrated ability to maintain professionalism in meeting and conferring with others.
