Position: Educational Specialist II - Training and Development Section, 601000 (2026-00182)
Description

Applicants may be educational officers, teachers and other qualified individuals

Type of appointment issued: this position is excluded from the educational officers' bargaining unit and will be filled as a clear line appointment.

A written examination/assignment may be administered to help determine possession of the knowledge and abilities portions of the minimum qualification requirements.

Examples of duties

Under the general supervision of the human resources officer of the training and development section, the educational specialist ii:

1. Establishes and manages policies, processes and procedures for employees to participate in high quality training and professional development opportunities that ensure staff success.

2. Provides leadership for the administration, maintenance, analysis and continuous improvement of research-based personnel training focused primarily on, but not limited to, classified employees of the department of education (department).

3. Acquires appropriate training resources, ensuring availability via the most effective and efficient delivery methods (e.g., face-to-face, on-line, etc.) while coordinating department-wide scalability and providing technical assistance to the tri-level system where applicable.

4. Conducts continuous evaluation of the training request process, effectiveness and strategies to identify data-informed solutions that address training gaps, including collaborating with stakeholders as appropriate.

5. Manages processes, documentation and functionality required of trainings in the department's professional development management system, preparing and disseminating reports summarizing training usage, effectiveness, projected needs and training costs as applicable.

6. Performs other related duties as assigned.

Minimum qualifications

Education:

graduation from an accredited college or university with a master's degree in education with specialization in a subject field appropriate to the area(s) of assignment.

Experience:

six (6) years of responsible professional work experience in education of which four (4) years shall have been in teaching and two (2) years in curriculum or program planning, as appropriate.

Combined education and experience: an equivalent combination of education and experience may be acceptable as determined by the department. Substitutions can be considered for the requirement of experience in an education program, agency, or system.

Knowledge: foundations of curriculum and instruction; instructional media and computers; foundations of american education; tests and measurements; principles of learning and individual differences; curriculum design and development; educational statistics; purposes, methods, subject matter and materials pertinent to the area(s) of assignment; research developments, trends and current issues or problems pertinent to the area(s) of assignment; laws, rules, regulations and administrative procedures pertinent to the area(s) of assignment.

Ability to: provide leadership, planning and coordination in the area(s) of assignment; develop, analyze and evaluate plans, programs and procedures; communicate effectively with others both orally and in writing; operate computer and other business machines; use tools, equipment, instruments or devices appropriate to the area(s) of assignment; maintain awareness of developments in curriculum or program areas.

Supplemental information

Salary range: eosr-7, $114,820 to $162,535.

Department of education certificated employees will be placed on the salary range in accordance with department regulations.

All others will be placed on the first step of $114,820 .

However, placement above the initial step of the salary range will be based on special characteristics and critical needs of the position, an applicant's exceptional qualifications, the availability of funds, and other relevant factors.
