Department: P EH TELECOMMUNICATIONS – PLANNING, Division: P TELECOMMUNICATION, Hawaiian Electric Company. One management vacancy (Professional).

Job Function

Perform planning and engineering analyses, project, budget, and asset management, and evaluate and recommend high-level network architecture, projects, programs, initiatives, policies, standards, processes, and methodologies for the development and enhancement of Hawaiian Electric Company's telecommunications infrastructure.

Essential Functions
  • This department is a One Company entity; most responsibilities require collaboration across operating companies, and strategic decisions impact all counties.
  • Lead team members; plan, design, develop, and revise a telecommunications strategy and master plan; continually evaluate and update its short‑term action plan; recommend capital budget items; design and recommend criteria, studies, presentations, plans, network diagrams, route selections, architecture, technologies, and partnerships for logical development and enhancement of telecommunications systems; create high‑level Telecom Single Lines for projects; prepare RFPs for planning consulting services;

    evaluate proposals; review studies and designs of consulting engineers.
  • Provide technical and planning support on initiatives including Grid Modernization, Integrated Grid Planning, renewable energy goals, interconnection requirements, wildfire initiatives, grants, and customer programs; participate in committees, task forces, and special projects requiring telecommunications knowledge; acquire and maintain updated data and inventory of projects, infrastructure, capacity, and other relevant data for planning analyses.
  • Develop or improve project‑specific and general guidelines, procedures, and standards for telecommunications projects, programs, and initiatives; advise and recommend planning criteria and minimum operating requirements for utility‑owned and leased communications services.
  • Manage telecom planning projects and processes; facilitate meetings; assign tasks; oversee work; communicate with and present to personnel and executives across operating companies; recommend process enhancements or technical adjustments that may affect all operating companies.
  • Conduct field inspections to verify field conditions.
  • Participate in company emergency response activities as assigned.
Basic Qualifications

Knowledge Requirements:

  • Advanced knowledge of engineering principles and theories, resulting in a Bachelor of Science in Electrical Engineering or related discipline, a Master of Science in a technical field related to telecommunications, or twelve (12) years of relevant experience in design and planning of communications infrastructure and systems and/or operating experience.
  • Professional Engineer registration in Hawaii, Electrical Engineering (desired).
  • Extensive knowledge of telecommunications engineering design, project engineering, project management, program management, consultant contract administration and supervision, and standards development for electric utilities.
  • Extensive knowledge of telecommunications planning principles, preferably in electric utility environment.
  • Comprehensive knowledge or experience with IP networking technologies (MPLS), transport networks, and wireless architecture (microwave, RF radio, LTE).
  • Proficiency with PCs, Internet, word processing, spreadsheets, graphs, project schedules, and presentations.
  • Knowledge of budgeting and forecasting systems.
  • Understanding of PUC, federal, state, and local telecommunication regulations.
  • Knowledge of electric utility operations and applications requiring telecommunications; electrical system protection, reliability, stability, safety.
  • Knowledge of utility rates, tariffs, renewable energy goals, interconnection requirements, Hawaii's Clean Energy Initiative, Grid Modernization, Distributed Energy Resources, cybersecurity related to telecommunications.
