Job Position Role

Oversight of unexploded ordnance (UXO) and materials presenting potential explosive hazard (MPPEH) identification, segregation and handling operations & site safety activities, including certification of range residue as free of MPPEH, radioactive waste and hazardous waste. Prepare daily project QC reports, maintain record of UXO/MPPEH items recovered and coordinate disposal of UXO/MPPEH items with appropriate base EOD officials. Supervise the collection and storage of low level radioactive and hazardous wastes.

Coordinate disposal of waste items with appropriate base environmental officials and maintain all site safety related records to ensure compliance with general site safety and health requirements. This position will interface with CAPE’s Quality Control and Safety and Health Programs to allow CAPE to achieve profit goals and excellent client satisfaction in alignment with the Mission, Vision and Values of CAPE.

Responsibilities
  • Inspects expended ordnance, ordnance related materials and range residue to verify presence or absence of energetic materials
  • Supervises equipment operators and construction laborers during sorting movement and segregation of expended ordnance and bombing range target scrap
  • Ensures demilitarization of ordnance, military type vehicles and assorted residue IAW applicable directives and DOD regulations
  • Operates hand held radiation detection instruments to screen range residue for low-level radioactive waste items
  • Operates handheld magnetometers and conducts range sweeps to locate subsurface anomalies
  • Identifies unexploded ordnance, fuzes and fuze conditions.
  • Preparation and oversight of intrusive operations to excavate and identify anomalies
  • Preparation and oversight of on-site demolition of munitions and explosives of concern (MEC) and MEC related items
  • Preparation and oversight of explosives siting plans, oversees the storage, transport, handling and administrative accounting of demolition explosives
  • Communicate with project team, clients and Project Managers continuously
  • Provide technical expertise and technical assistance to staff
  • Administrative efficiency: attend training courses to stay current; timely completion of time sheets and expense reports for assigned projects
  • Ensure timely and appropriate generation, collection, dissemination, storage, and ultimate disposition of project information
  • Evaluate overall staffing needs within area of accountability
  • Align staff and self with CAPE’s policies, procedures, culture and values
Accountabilities
  • Manage deadlines and due dates of delegated tasks to achieve cost performance goals within assigned area
  • Ensure that no lost work and/or safety violations impact the health and safety of CAPE employees and assigned project schedules
  • Meet or exceed individual chargeability goals for the year
  • Display a consistent effort to listen, comprehend and act in response to the needs of both internal and external clients to provide excellent service and client satisfaction
  • Achieve above average to excellent client satisfaction ratings on all assigned projects
  • Keep required licensing and certifications current
  • Attend all required training courses as applicable
  • Develop and maintain knowledge of all corporate policies and reporting systems
  • Keep an open line of communication with other CAPE staff for multiple aspects of task execution and completion
  • Actively participate in quarterly and annual performance evaluation meetings with Supervisor and direct reports to identify potential areas of professional development as well as deficiencies and plans for improvement
Minimum Education Requirements
  • High School Diploma or General Education Diploma (GED)
Minimum Experience Requirements
  • Minimum fifteen (15) years of military and/or commercial experience in all phases of UXO remediation and applicable safety standards
  • Minimum of ten (10) years of supervisory EOD/UXO experience
