Position Overview / Duties

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

About the Position

As Chief, Civil Section, Design Branch, Engineering and Construction Division, oversees and is responsible for planning, directing and reviewing the technical aspects of the engineering and construction programs of the Honolulu Engineer District and performing technical reviews of the engineering and construction programs of other districts in Pacific Ocean Division (POD). Serves as technical consultant and advisor for the Military, Civil Works and Lnteragency and International Support Programs for the Honolulu Engineer District.

Projects supported by the branch cover architectural, civil, environmental, electrical, hydraulic, mechanical, structural, water supply and other features of military and civil works projects and involves an expenditure of over 200 million dollars per annum (Host Nation work not included). The program is widely dispersed in the islands of the state of Hawaii, the Marshall Islands, American Samoa, Guam, U.S. Trust Territories in the Pacific Islands, Commonwealth of the Northern Marianas, Alaska, Japan, and Korea.

Duties
  • Plans, directs, and oversees engineering and construction programs, projects, and technical operations.
  • Provides supervision and technical leadership to civil engineering and support staff.
  • Reviews and approves engineering designs, studies, specifications, and construction activities for quality and compliance.
  • Coordinates with internal and external stakeholders to support project execution, program delivery, and organizational objectives.
  • Resolves complex technical, operational, and personnel issues while managing priorities, resources, and workload distribution.
Conditions and Requirements Conditions of Employment
  • Appointment may be subject to a suitability or fitness determination, as determined by a complete background investigation.
  • All positions require the applicant to be a citizen of the United States.
  • Male applicants born after December 31, 1959, are required to register for Selective Service prior to appointment.
  • A trial or probationary period may be required.
  • A supervisory probationary period may be required.
  • You must be able to obtain and maintain a SECRET security clearance.
  • The incumbent is required to file an OGE Form 450, Financial Disclosure Report upon entering on duty in this position and annually thereafter.
  • Professional Engineer or Architect:
    The duties of this position require the incumbent to possess and maintain license/registration as a Professional Engineer or Architect. This license/registration must be in good standing and issued by any one of the 50 states or its territories. This is a selective placement factor IAW ER-690-1-1212 for professional licensure.
  • Direct deposit of pay is required.

As a member of the BDT, the incumbent utilizes expertise to fulfill a variety of complex technical problems submitted by organizations requesting reach back support. As a member of the BDT, the incumbent provides rapid, relevant and reliable solutions to soldiers and civilians across the full operational and natural disaster spectrum in support of the Armed Forces and the Nation.

    As a BDT member, may be called upon to provide answers involving classified and unclassified requests for information.
