Job Purpose
The OSP Network Planner is responsible for developing network plans and capital budgets for implementing the Company’s strategies and objectives into the maintenance and expansion of the network. The Planner analyzes traffic/capacity loads, available and existing lines/ports, forecasts projected traffic/growth, and emerging technologies to determine what new, removal or rearrangements of the plant is required.
Essential Functions- Develop and issue network plans implementable by engineering and construction
- Manage, plan, and optimize company assets and floor space, power requirements, and cable routes within designated planning areas
- Analyze and manage physical and logical resources of existing network capacity and incorporate high‑level and/or detailed forecasts into meaningful network build plans ahead of exhaust or service requirements
- Develop initiatives, quantify impact, and provide input to Network Planning’s architectural plans – budgets
- Develop and implement Custom Solution Package (CSP) networks as required by the sales organizations
- Formulate budget inputs and projections according to the business plan
- Prepare inventory and reference charts and reports on system usage, system capacity, system quality, and system performance
- Develop detailed, broad‑gauge estimates of costs and initiate work authorization requests to engineering, directing work activities to ensure conformance with Planning guidelines and specifications
- Closely collaborate with other members of the Technology organization to develop the overall technology, network architecture, roadmaps/evolution, and vision for the network
- Incorporate and use data analytics to drive long‑term plans developed by Architecture, Network Planning – Engineering, Strategic Programs, and other stakeholder teams
- Four years of college resulting in a Bachelor’s Degree or equivalent
- Bachelor’s degree from an accredited, four‑year college or university in Electrical Engineering, Information Technology, Computer Science, Data Communications, Telecommunications, Mechanical Engineering, or Civil Engineering
- Must have a valid driver’s license
- Former Nortel NCDE, NCA, and/or other Nortel Voice Certifications desirable
- Cisco CIPT, CCVP, CCIE (VOIP) certifications desirable
- Alcatel‑Lucent 3RP/SRA Service Routing certification desirable
3 to 5 years in related field
- Minimum three (3) years of professional experience in a large, diverse, multi‑location WAN and telecommunications environments in Engineering, Planning, Operations or Systems Support in Outside Plant, Inside Plant, or Network functional organizations
- Minimum three (3) years of hands‑on experience with session/queue management, session border controllers, MPLS‑based network elements, subscriber location servers, PSTN gateways, VOIP networks, unified/integrated messaging systems, OSP, and remote application network elements, operational support systems, or database experience
- Experience in leading a team‑based environment on large‑scale projects and networks
Skills and Abilities
- Detailed knowledge of Ethernet, ATM, SDH/SONET, Frame Relay, Packet over SDH/SONET, WDM, wireless technologies, access technologies (xDSL, FTTP), Layer 3 traffic engineering and L2 traffic management
- IP routing protocols such as BGP, IS‑IS, OSPF, IGP, IGRP, EIGRP, and RIP and signaling protocols such as RSVP‑TE and LDP
- VoIP skills, including VoIP equipment, SIP protocols, and MGCP
- IBM Blade Center with Border Control Point and Media Access Server
- Genband G6/CS2000 family of products
- Nortel 6616 NFS Firewalls
- Class 5 Central Office Switches (5
ESS, GTD‑5, DMS
100) - VoIP switches
- Outside Plant (OSP) components, including underground, direct buried, and pole applications
- Network elements associated with FTTP, FTTN, xPON, BDLC, TDM, broadband services, and other common network elements associated with customer applications
- Software and hardware configuration of Session Border Controllers
- Extensive knowledge of SIP, MGCP, H.248, SS7, and traditional TDM signaling protocols (i.e. GR303)
- Design, implementation, and management of various telecommunications networks and technologies
- No supervisory responsibility
Salary Range: $80,000 – $112,000
