Position Information
The Department of Facility Maintenance (DFM), Storm Water Quality Division, is seeking to fill Civil Engineer I positions at Hale O’ Honouliuli. This is the entry-level class in the professional Civil Engineer series and will assist licensed engineers in a variety of functions and projects related to the National Pollutant Discharge Elimination System (NPDES), Municipal Separate Storm Sewer System (MS4), and Storm Water Management Program.
WhatYou Will Do
- Respond to inquiries on allowed discharges to the City’s storm drain system, explaining the roles of City and dischargers and responsibilities to minimize pollutants from entering the storm drain system.
- Engage in storm drain inspections and conduct storm water investigations to identify illegal connections and illicit discharges.
- Perform inspections of various commercial/industrial properties, construction sites, and post-development properties to ensure proper Best Management Practices (BMPs) are being implemented and contractors/property managers are complying with their necessary site-specific BMP plans.
- Perform routine professional engineering work in the planning, design, construction, maintenance, and operation of civil engineering projects focused on storm water.
- Assist in the development of plans, specifications, and cost estimates, obtain necessary permits and approvals, develop technical memorandums, study reports, and other documentation to support the implementation of various storm water quality and green infrastructure improvement projects.
- Perform other related duties as required.
- Operation of a vehicle to perform fieldwork.
- Exposure to traffic hazards, climbing into streams for sampling, moderate lifting and carrying of equipment (15-50 pounds); exposure and handling of chemicals and reagents; walking and climbing on uneven, obstructed and slippery surfaces such as platforms, streams beds, channels, drainage facilities, and construction sites.
- Enter sites for inspections, including high to medium security areas for inspection of temporary and permanent treatment and source control systems during construction and post-construction phases of a project. Field inspections of regulated facilities for both commercial and industrial related activities.
- May also require overtime work, including weekends, holidays and after hours for investigations, field sampling and assisting with presentations to community groups and participating in outreach events.
- The expectation for any Civil Engineer I is to learn and progress upward to higher levels.
- Opportunity to progress up the career ladder and/or qualify for other higher-level positions will depend on satisfactory work experience and demonstration of applicable knowledge and skills.

Minimum Qualification RequirementsAt time of application, you must be a citizen, national or permanent resident alien of the United States or a non-citizen eligible under federal law for unrestricted employment.
Education RequirementEquivalent to graduation from a regionally-accredited four-year college or university with a bachelor’s degree in an engineering specialty.
Students Graduating This SemesterStudents who will graduate in the current semester (Spring 2026) with a Bachelor’s or Master’s degree in Engineering may apply.
