Job Summary
Position available within the Water & Hazardous Materials Department, Environmental Division of Hawaiian Electric Company. The role may be filled as an Environmental Scientist or Senior Environmental Scientist, based on the applicant’s qualifications.
Environmental Scientist Job FunctionProvides technical and regulatory expertise in permitting and compliance requirements for the designated area of environmental responsibility. Develops and implements environmental compliance training programs for electric utility facilities. Provides environmental technical and regulatory knowledge in support of the planning, permitting, design, construction, and operation of electric utility facilities.
Essential Functions- Designs and implements environmental compliance programs, including environmental review of facilities, to satisfy environmental requirements in a cost‑effective manner and provides technical support and coordination with regulatory agencies.
- Reviews and interprets existing and proposed regulations and permit conditions in consultation with regulatory agency personnel and provides training to operating personnel.
- Prepares permit applications and testimony on projects requiring environmental approval.
- Coordinates the gathering, processing, and validation of environmental data and ensures timely preparation and submission of environmental reports to regulatory agencies and customer requests, including selection and management of consultants and contractors.
- Prepares requests for proposal for consultant services, evaluates proposals, makes recommendations, and manages consultants to ensure timely delivery of quality work products.
- Contributes to the preparation or review of environmental assessments and impact statements in the designated area and coordinates environmental stewardship programs as appropriate.
- Functions as project manager for assigned projects within the functional area of environmental responsibility, participates in continuous improvement projects, and serves as a role model for continuous improvement behaviors.
- Thorough knowledge of local, state, and federal laws, regulations, and procedures in the designated area of environmental responsibility related to environmental management of electric utility facilities.
- Working knowledge of environmental management principles and practices, environmental technologies, regulations, project management, and program management associated with electric utility facilities; normally acquired through several years of experience.
- Bachelor’s degree in a relevant science, public health or engineering discipline; graduate degree strongly preferred.
- Intermediate to advanced level of computer and software knowledge, including word processing, spreadsheets, presentation, and database software.
- Working knowledge of company contract management and contract administration policies and procedures.
- Working knowledge of continuous improvement principles, procedures, tools, and desired behaviors.
- Demonstrated leadership skills and effective written, oral, and listening communication skills, along with interpersonal skills to work effectively with all levels of the company, consultants, contractors, governmental agencies, community groups, and customers.
- Ability to remain flexible in a demanding work environment and adapt to rapidly changing requirements.
- Demonstrated interpersonal skills to handle confrontational, difficult, and/or sensitive issues with professionalism, tact, courtesy, and discretion.
- In-depth analytical, investigative, and administrative skills for tasks such as preparing and monitoring project requirements, resolving cost and time constraints, and managing conflicting priorities.
- Must have or be able to qualify for a State of Hawaii driver’s license and meet the standards for driving positions as stated in the Hiring Standards for Driving Positions policy.
- May be required to qualify for specific certifications such as hazardous material spill response training or SCUBA certification.
