Professional Test Engineer I responsible for technical support in the installation, operation, testing and maintenance of computer/electronic/electro‑mechanical equipment within the Test Department and Relay Shop.

• Responsible for electrical acceptance and functional tests at substations, T&D facilities, Power Plants, and IPP Interconnection points prior to energization and for follow‑up and verification tests before equipment is placed into service; perform on‑site field work and create equipment approval documents for in‑service authorization.
• Participate in adding co‑generation and renewable sources to the HECO system by reviewing equipment testing and results; analyse, evaluate, and recommend based on test data; conduct HECO witness testing for contracted test agents.
• Review and confirm correctness of logic for control, protective relays, and auto‑transfer schemes from Engineering, System Protection and manufacturers.
• Review and make recommendations on electrical drawings, system plans and relay settings.
• Provide professional engineering and technical support for power system operation and maintenance activities to maintain system integrity and reliability.
• Assist with coordination to install assigned projects, including coordination of hold‑offs and scheduling of switching limited and limited hold‑offs.
• Consult with manufacturers, Engineering, Protection, Operations departments, Project Management and contractors to ascertain proper equipment design, programming, planning, scheduling, troubleshooting, operational performance and emergency response.
• Investigate, analyze and take corrective action on faulty relay operation; establish and maintain adequate test and maintenance data and develop written reports on special tests or projects.
• Collaborate with other engineers, supervisors and technicians in coordination and installation of assigned projects and schedule resources accordingly.
• Assist with administrative duties such as budget, meetings, updates, as‑built updates and training for section personnel; serve as instructor when needed.
• Conduct research and development of new technologies.
• Prepare operating instructions for new equipment and write test procedures and manuals to provide instructions and guidance to personnel.
• Provide technical support of IP networking, optimizing system performance and network security, including data encryption; comply with NERC and CIP standards related to control systems.
• Be available for emergency calls at all times.
• Support renewable and green initiatives and smart grid technologies.
• Support One Company Substation & Meter Operations (SMO) across all service areas.
• Participate in Company emergency response activities as assigned, including preparation for such response.

• A BS degree in Engineering (preferred); otherwise a proven engineering background.
• Thorough working knowledge of digital logic, electronics, electrical engineering fundamentals and microprocessor‑based technology.
• Knowledge of Test Engineering industry standards, policies and testing methodologies.
• Advanced knowledge of electric power substations.
• Knowledge of power system operations.
• Knowledge of SCADA, EMS and telemetry systems.
• Knowledge of communications systems fundamentals, test equipment and computer software, firmware and programming languages.
• Knowledge of protective relaying concepts, schematics, wiring, relay settings, power system simulators and applicable test equipment and software programs.
• Knowledge of safe work practices and utilization of these practices.

• Ability to remain flexible in a demanding work environment and adapt to rapidly changing priorities.
• Driver’s license of the State of Hawaii or ability to qualify; meet standards for required driving positions.

• 1–3 years of electrical engineering experience working with power system operations, system commissioning, protective relaying, SCADA systems, telecommunications or digital and electronic computer and control systems; a BS in Engineering may be substituted for up to 4 years of experience.
