Overview
Hitachi Rail is looking for an enthusiastic, self-motivated O&M Senior HSE Advisor who thrives in a fast-paced environment. The successful candidate will perform a wide range of tasks from administrative to strategic. The position is based in Pearl City, Hawaii.
Responsibilities- Contribute to establishing, documenting, implementing, maintaining and continually improving the HSE Management System on the project in compliance with current FTA Standards, OSHA Regulations, GBMS Standards, and Local Procedures.
- Contribute to the implementation of activities in compliance with HSE Policies, regulatory requirements, customer requirements, and the HRH HSE Management System.
- Support HSE hazard identification and risk assessment and determine necessary control measures.
- Support the implementation of HSE Compliance and Management System Audits.
- Support development of HSE Programs to achieve planned HSE Objectives and regulatory compliance.
- Support HSE Local Communication, Participation and Consultation including development and engagement of a site safety committee.
- Assist in identifying emergency scenarios and developing appropriate emergency response measures.
- Monitor, report and communicate HSE performance and provide recommendations in case of negative trends.
- Ensure HSE accidents and incidents are reported, investigated and analyzed for learning.
- Identify findings, nonconformities, and corrective and preventive actions.
- Ensure Rail Operations Center facilities and all stations are inspected regularly in compliance with the HSE Management System and OSHA Regulations.
- Collaborate cross-functionally to support a wide range of operational activities and engage leaders and employees across the business.
- Plan and deliver safety meetings.
- Minimum of 5–7 years of experience in a safety-related role.
- OSHA 30 General Industry, or equivalent training and competency in General Industry Regulations.
- Strong communication, presentation and training delivery experience.
- Experience engaging stakeholders across disciplines in the HSE program.
- Experience with ISO 14001 and 45001 certified organizations.
- Experience implementing site safety programs.
- Ability to inspect and evaluate workplace environments, equipment, and practices for compliance with corporate and regulatory requirements.
- Interpersonal skills to establish and maintain effective working relationships and promote a harmonious safety environment.
- Ability to complete written reports and electronic communications accurately and professionally in the field.
- Computer proficiency with MS Office (Word, Excel, Access, SharePoint, etc.).
- A valid non-probationary Driver's License.
- Ability to identify safety-related issues, conduct root cause investigations and handle sensitive situations.
- OSHA 510 or 511
- OSHA 2264 Permit Required Confined Space Entry
- OSHA 3095 Low Voltage Electrical Standards
- OSHA 3115 Fall Protection
- Rail experience in public transit
- Transit Safety and Security Program (TSSP) Completion
- Public Transportation Safety Certificate Training Program (PTSCTP) Completion
- OSHA 501 Completion
- Any BCSP certification
- Lead ISO 14001 and 45001 Auditor Certification
- Experience with Human and Organizational Performance Management techniques
- Certified Inspector of Sediments and Erosion Control (CISEC)
- Experience with Eco-Online
- Experience with Team Center
- Experience with Maximo
- Experience with programming in Power Apps
Minimum of a high school diploma.

Salary & BenefitsSalary range: $93,700 to $140,600. Final pay determined by candidate experience, skillset, ability level, internal equity and location.
