Fiscal Specialist (Position Number: 0081509) – Office of the Vice President for Budget and Finance System, System Administrative Services

Salary:
Minimum $5,434/month, effective 7/01/2026 $ 5,640/month
- Provide purchasing and procurement of goods and services within fiscal authority, including signing authority up to $25,000.
- Audit program documents to ensure compliance with State, Federal and University policies and certify availability of funds and evaluate legality of expenditures.
- Finalize issuance of fiscal and procurement documents, reviewing and approving for compliance with budgets and University policies.
- Perform contract administration functions, assist in developing and reviewing technical specifications, and handle annual renewal requests from service providers, utility maintenance vendors, etc.
- Maintain the Accounts Payable system for all Systemwide offices, follow up with vendors and departmental requisitioners to ensure timely and proper payments and avoid lapsing of funds.
- Field routine procurement and fiscal questions independently; seek guidance on unusual, complex, or sensitive situations.
- Ensure proper and accurate inventory management and control; conduct annual inventory review, approve acquisition, disposal and transfers to ensure accountability.
- Assist with administrative processes of developing, monitoring and analyzing budget execution and program expenditure plans.
- Review, analyze and evaluate program expenditures and performance against planned budgetary and programmatic objectives, directing offices to corrective actions.
- Assist with financial reports and reconcile System funds.
- Manage Accounts Receivables, including billing, collection, and deposits into University controlled accounts.
- Assist with collection, analysis and evaluation of financial data for University use in response to inquiries from state legislature, federal and state agencies, and other organizations.
- Coordinate telecommunication and computing systems including Kuali, People Soft, Banner, P‑cards, etc., serving as liaison with ITS, Banner, Telecom offices.
- Other duties as assigned.
- Possession of a baccalaureate degree in business administration, accounting, finance, or related field and 3 years of progressively responsible professional experience with responsibilities for accounting, auditing, finance, business development, or management; or any equivalent combination of education and/or professional work experience providing the required education, knowledge, skills and abilities.
- Considerable working knowledge of principles, practices and techniques in governmental accounting, finance, or business administration, with broad knowledge of stay concepts, principles and methodologies.
- Considerable working knowledge and understanding of applicable federal and state laws, rules, regulations and theories related to higher education or business management.
- Demonstrated ability to resolve wide‑ranging complex problems using creative reasoning and logic, accurately determining cause and resolution in an effective, innovative and timely manner.
- Demonstrated ability to interpret and present information and ideas clearly and accurately in writing, verbally and by preparation of reports and other materials.
- Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals.
- Demonstrated ability to operate a personal computer and apply word processing software.
- For supervisory work: demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations.
- Ability to plan, organize, and lead administrative and organizational processes as applied to the management of programs, policies, and operations.
- Familiarity with University administrative and budgeting policies and procedures.
- Familiarity with the University’s financial management system Kuali.
