Fiscal Specialist (Position No. 0077857) – Honolulu, HI. Full‑time, permanent position with the Office of the Vice President for Administration System, Facilities Business Office.
Responsibilities- Serve as fiscal administrator and provide support to UH Manoa operating units (Campus Services, Student Housing Services, Campus Operations & Facilities).
- Provide staff support in all administrative functions including accounting, procurement, personnel/payroll, and contract administration.
- Review and approve fiscal and procurement transactions/documents under $25,000 to certify availability of funds and compliance with university, state and federal rules and regulations, policies and procedures.
- Provide technical advice, interpretation and make recommendations on applicable policies, procedures, and administrative requirements to program director, managers, and staff.
- Collect statistical data to analyze and develop administrative, accounting or program reports.
- Gather and compile expenditure data for annual budget requests or for special reports as needed.
- Monitor encumbrances to ensure funds are properly liquidated to improve the efficiency and cost effectiveness of the program’s operating budget.
- Access the University’s Financial Systems to verify that accounting and payroll transactions are accurately recorded.
- Participate in year‑end adjusting and closing entries, coordinating timelines with respective departments and staff to meet deadlines.
- Prepare and/or revise requests for Sole Source or Sole Brand Justifications, Determination of Cost and Price Reasonableness, and Request for Quotes for goods, services, and construction.
- Perform reconciliations of financial information, analyze variances, prepare reports and recommendations.
- Assist with the preparation of financial reports including monthly expenditure analysis. Prepare budget to actual variance analysis.
- Review personnel action forms for conformance with payroll policies, procedures, rules, and regulations set forth by federal and state government, the University of Hawaii and collective bargaining agreements.
- Review and process all overtime, temporary assignments, night differential and other related documents.
- Responsible for depositing funds and reconciling to accounts/records.
- Manage the equipment inventory and control systems to account for acquisitions, transfers and disposal of equipment.
- Coordinate the annual inventory and prepare the required inventory reports in accordance with University procedures and guidelines.
- Supervise the Student Assistant(s); responsible for recruitment, training and reviewing all work.
- Other duties as assigned.
- Possession of a baccalaureate degree in business administration, public administration, arts and sciences, or related field and 3 years of progressively responsible professional experience with responsibilities for accounting or fiscal operations; or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.
- Considerable working knowledge of principles, practices and techniques in accounting or fiscal operations, including the full range of pertinent standard and evolving concepts, principles and methodologies.
- Considerable working knowledge and understanding of applicable federal and state laws, rules, regulations and theories and systems associated with accounting or fiscal operations.
- Demonstrated ability to resolve wide‑ranging complex problems through creative reasoning and logic to determine the cause and resolution in an effective, innovative, and timely manner.
- Demonstrated ability to interpret and present information and ideas clearly and accurately in writing, verbally and through reports and other materials.
- Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders, members, and individuals.
- Demonstrated ability to operate a personal computer and apply word processing, spreadsheet and database software.
