Position: TAXATION COMPLIANCE ADMINISTRATOR - DEPARTMENT OF TAXATION - DOWNTOWN, OAHU

Recruitment Number 26-0080

Salary: $10,948 to $17,526 per month (EM-08, Minimum to Maximum). Hiring rates will be based on availability of funds, the applicant's qualifications, and other relevant factors.

Responsibilities and Duties

As the Chief of the Compliance Division under the direction of the Director of Taxation, you will plan, organize, direct and coordinate compliance programs for Self‑Assessment tax laws and regulations applicable to all taxpayers, whether or not in‑state. Your functions include:

  • Developing and implementing taxpayer compliance in self‑assessment and remittance of taxes, and collection of delinquent taxes.
  • Directing the development of operational policies and procedures for uniform statewide tax administration, and implementing improvements in self‑assessment, tax processing and collections.
  • Guiding district audit and enforcement activities and interpreting tax laws for uniform statewide application.
  • Reviewing district operations for efficiency and effectiveness, and introducing new methods and equipment.
  • Overseeing inter‑district operations for field auditing, delinquent enforcement, and related matters.
  • Analyzing the feasibility of projects from technical and economic perspectives.
  • Coordinating legal actions involving tax law interpretations, prosecutions, and collection procedures.
  • Preparing divisional budget and participating in legislative budget hearings.
  • Assessing division organization and recommending changes.
  • Managing personnel actions, including selection, training, discipline, and grievance handling.
  • Maintaining working relationships with federal, county, other states, and private agencies in tax compliance research and related matters.
  • Proposing statutory changes and presenting legislative testimony.
Legal Authorization to Work

The State of Hawaii requires all persons seeking employment with the state government to be citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States.

Basic

Education & Experience Requirements

A bachelor's degree from an accredited college or university with at least 12 semester credit hours in accounting and/or auditing subjects.

Specialized Experience

Three and one‑half (3½) years of experience in one or more of the following areas, demonstrating good working knowledge of federal and/or Hawaii State tax laws, rules, and regulations.

  • A. Supervisory or performing work in the interpretation and application of tax laws.
  • B. Analyzing and evaluating activities in a tax program, identifying needs, problems, and developing solutions to improve effectiveness and efficiency.
  • C. Consulting in a tax program with responsibility for reviewing, analyzing, and interpreting tax laws, rules, and regulations, including legal opinions, court decisions, and other pertinent documents to resolve complex tax issues.
Supervisory Experience

Two years of work experience that involved supervising others in a tax program and included:

  • Planning, organizing, scheduling, and directing the work of others.
  • Assigning and reviewing their work.
  • Advising them on difficult work problems.
  • Training and developing subordinates.
  • Evaluating their work performance and disciplining them when necessary.
Administrative Experience

One year of administrative experience that involved active participation in the development, management, execution, and coordination of policies, activities, and programs, demonstrating responsibility for forming policies and guidelines and establishing procedures governing the assigned program.

Non‑Qualifying Experience
  • Experience limited to clerical processing of tax information, documents, and routine interpretation and application of tax laws.
  • Experience as a periodic or part‑time employee primarily preparing individual income tax returns in a routine, pre‑determined format.
