Director Of University Budget
This position reports to the Vice President for Budget and Finance/Chief Financial Officer (VPB&F/CFO) and is a member of the VPB&F/CFO's executive management team. The incumbent provides leadership and direction for the management and operation of the University Budget Office and its staff. The University Budget Office has system-wide responsibilities for the development and implementation of budget preparation and execution policies, management of appropriated and non-appropriated positions, preparation of system-wide revenue and expenditure reports, preparation of internal budgetary and financial reports for executive management, monitoring the execution of the operating budgets of all units of the University of Hawai'i (University), and administration of system-wide budget software.
Assists the VPB&F/CFO in the development, monitoring and execution of system-wide budgetary and financial policies, guidelines, and instructions with due regard to the State of Hawai'i's budgetary and fiscal policies, legislative and statutory requirements, the University's Strategic Plan, and the President's and Regents' directions and intent.
Oversees and works with UH-Manoa, UH-Hilo, UH-West O'ahu, the community colleges, and the system-wide support programs to develop and monitor the execution of their annual operating budgets, including the maintenance of adequate reserves, for all sources of funding.
Prepares all required and requested submissions pertaining to University's budget for the appropriate office.
Develops and recommends guidelines, policies, systems, and procedures for the preparation of the University's biennium and supplemental budget requests for submittal to the Board of Regents, Governor, and the Legislature.
Advises and supports the VPB&F/CFO on all matters pertaining to the state budget.
Coordinates the preparation of the University's budget testimony before key Standing Committees of the Legislature. Drafts legislation and presents official testimony before legislative committees on various budgetary and financial matters.
Serves as the University's designated contact for requests for budgetary and financial information from the legislature. Advises and assists the VPB&F/CFO with the formulation of legislative strategy.
Maintains communications and relationships with key state departments and key legislative committees' members and staff on budget-related matters.
Directs and supervises the on-going development and operation of budget related aspects of the University's financial system and software.
Oversees the preparation of quarterly budget execution reports to the Board of Regents, and other periodic reporting formats as directed by the VPB&F/CFO.
Directs and supervises the preparation of revenue and expenditure reports and information such as, but not limited to, tuition revenue projections, periodic and annual reports required to be submitted to the legislature, and other special financial and management reports and studies as requested by the VPB&F/CFO.
Oversees the management of the official organizational charts by the university's units and the consultation process on reorganization proposals as requested.
Provides guidance on applicable procedures and practices.
Oversees the day-to-day operations of the budget office including supervision of subordinate professional staff.
Reviews the filling of all excluded executive and managerial positions. Manages and reviews the status of positions, position vacancies, and position counts appropriated to the University units by the Legislature for budget appropriateness and in conformance with budget policy and direction.
Adhere to applicable laws, regulations, and policies and procedures of the University, raise awareness among staff, and direct them in such a way that University compliance requirements are met.
Identify and mitigate through policy development/revision/enhancement and training, areas of risk and developing risk to the University, e.g., legal, financial, reputation, and compliance risk, and ensure team is aware and focused on addressing same.
