Position title:
Captives Branch Analyst – State of Hawaii, Department of Commerce and Consumer Affairs, Insurance Division, Captives Branch. The position is located on Oahu (Downtown Honolulu).
The function of this organizational unit is to provide dedicated support for the oversight, monitoring, regulation, and development of captive insurance companies under Article 19, Chapter 431, Hawaii Revised Statute (HRS). The incumbent is engaged primarily in financial analyses and compliance procedures as they relate to the operations and practices of captive insurance companies licensed under this Article, and the information derived from these analyses will be used in the oversight and monitoring of the licensee, as well as the development of the captive insurance industry.
Qualifications- Education:
Graduation from a college or university of recognized standing with a major in economics, business administration, accounting, or a related social science. - Experience:
Three (3) years of progressively responsible professional work experience in accounting, auditing or examination of business operations, of which at least one (1) year shall be in the insurance field; or an equivalent combination of experience and education. - Knowledge:
State laws; rules and regulations governing the conduct of the captive insurance business; principles and practices of accounting and auditing; captive insurance industry organizations, operations and practices; financial and annual statements developed and/or approved by the NAIC. - Skills and Abilities:
Ability to effectively analyze, examine, and interpret financial reports of captive insurance companies; prepare clear, concise reports and make recommendations based upon findings; establish and maintain effective working relationships with others; computer literacy, proficiency in and/or ability to learn how to use and apply software for word processing, spreadsheets, databases, NAIC programs, and Windows; good oral and written communication skills; use of 10-key calculator by touch.

The State of Hawaii requires that all persons seeking employment with the government of the State shall be citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States.
Employment StatusThis position is exempt from the civil service and considered temporary in nature. Therefore, if appointed, employment will be considered to be “at will,” which means that it may be discharged at the prerogative of the department head or designee at any time.
SalarySalary commensurate with education and experience.
