Salary: $6,728 to $8,187 per month (SR-26, Step D to I) This vacancy position is a permanent, full-time position with the Department of Human Services, Benefit, Employment and Support Services Division.
Duties
Summary:
The General Professional VI plans, supervises and coordinates a staff of professional workers at the V level or supervises staff through subordinate supervisors at the V level; or serves as a technical expert in a highly specialized area and functions as the top-level essential to the development and direction of unprecedented initiatives having significant impact on all/most Executive Branch departments and which typically involves the application of state-of-the-art and/or "cutting edge" ideas, concepts, technology and/or issues;
and performs other related duties as assigned. This vacancy position is located in the Department of Human Services, Benefit, Employment and Support Services Division (BESSD), and serves as head of the Administrative Management Services Office. The position directs the Division's administrative support functions through subordinate supervisors and staff, which includes preparing the Division's budget request; formulating Division policies and procedures related to budget, fiscal and organizational management;
developing budget controls and expenditure plans; monitoring program expenditures for proper use of funds and in conformance with federal and State laws rules, regulations and allotments; evaluating program plans, operating budget requests, variance reports and fiscal data for conformance with legislative directives and departmental plans, policies and procedures; and conducting operational studies to recommend efficiencies.

Education:
Bachelor's degree from an accredited four-year college or university. General
Experience:
One (1) year of responsible professional work experience which required a high degree of analytical skill which involved gathering, evaluating and analyzing facts and other pertinent information required to resolve problems and/or to determine and recommend appropriate courses of action; demonstrated the ability to elicit information orally and in writing; reading, comprehending, interpreting and evaluating technical subjects, analysis or proposals; and applying problem solving methods and techniques, such as defining and analyzing problems, identifying alternative courses of action, using judgment in determining appropriate alternatives;
and preparing clear and concise written reports and recommendations for action. The experience must have been comparable to the General Professional IV or General Professional V in the State service AND must have provided the knowledge, skills and abilities required to perform the duties and responsibilities of this position:
General Professional IV:
Independently performs complex professional work which involves considerable research and analysis of a variety of issues, identification of various options and recommendation of the most viable solution. General Professional V:
Independently performs highly complex professional work; supervises a staff of professional workers comparable to the IV level; serves as a project or team leader (e.g., initiates and completes highly complex projects, coordinates and directs a team of lower level professional workers, ensures accuracy and timely completion of work); or serves as a senior specialist requiring specialized technical knowledge in a particular subject matter area.
Selective Certification Requirement (Budget and Fiscal Management Experience):
In order to perform the duties and responsibilities of this position, applicants MUST possess demonstrated knowledge of the principles, practices, methods and/or techniques of budget planning, analysis, and evaluation; fiscal management and reporting; and the ability to evaluate program plans and operations through the monitoring of revenues and expenditures. Therefore, certification of eligibles for this position shall be restricted to those applicants who meet the minimum qualifications for the class General Professional VI.
In addition, the ONE (1) year of General Experience required for the class is identified as work experience providing professional administrative services in budgeting and/or fiscal management.
