Position: Financial and Budget Analyst (IMC00861)

The position will provide financial management and analytical support for a large government customer.

Work Location: Completely on-site in Honolulu, HI.

  • Master’s degree in a relevant discipline from an accredited institution, or in lieu of a degree, 12 or more years of related work experience may be substituted for a master’s degree.
  • Minimum of 10 years of senior-level experience in DoD financial management.
  • Minimum of 5 years of experience in DoD or Government budget roles, including tracking and reporting current execution in a readable, easy to understand format.
  • Minimum of 5 years performing detailed budget analysis providing solid, data informed options to senior leaders.
  • Experience with:
  • Army or Joint budget in a Resource Manager role with large complex budgets in excess of $50M+
  • Microsoft Power Platforms, including BI and Apps
  • Creating Program Objective Memorandums (POMS)
  • Creating organization spend plans
  • Demonstrated ability to manage complex technical projects within DoD or large-scale enterprise IT environments.
  • Excellent communication skills with the ability to provide executive-level reporting and technical advisement to senior leadership.
  • Self-motivated with the ability to stay focused, organized, and plan work independently or collaboratively in a rapidly changing environment.
  • Analytical mindset with attention to detail, accuracy, and consistent follow-through.
  • Experience supporting customers with classified and unclassified environments.
  • Pursuant to a government contract, this specific position requires U.S. Citizenship.
  • All applicants must have current DoD Secret clearance day one and prior to entry on duty.

Qualifications and Skills:

It is desirable that the candidate have the following qualifications:

  • One or more of the following certifications in active status:
  • Department of Defense Financial Management Certification Program Level II/III (DoDFCMP)
  • 4+ years of experience with budget reporting through General Funds Enterprise Business Systems (GFEBS).
  • Experience managing both Army funds and Joint funds and analyzing exercise budgets.
  • Joint Professional Military Education Phase I/II.

Essential Duties and Responsibilities: This position will include, but is not limited to, the following tasks:

  • Provide senior-level financial management, budget analysis, and program execution support for DoD programs, and contract requirements.
  • Support all phases of financial planning, including budget formulation, justification, execution tracking, and year-end closeout activities.
  • Develop, coordinate, and maintain Program Objective Memorandum inputs, budget exhibits, spend plans, funding profiles, and financial planning documentation.
  • Create and manage organization-level spend plans that align resources to mission priorities, contract requirements, execution timelines, and Government funding guidance.
  • Analyze obligation rates, expenditure trends, funding status, execution risk, burn rates, unfunded requirements, and budget variances to support leadership decision-making.
  • Prepare financial reports, dashboards, briefings, decision papers, and executive-level summaries for senior leaders.
  • Use Microsoft Power Platform, including Power BI, Power Apps, and Power Automate, to build dashboards, automate reporting workflows, improve budget tracking, and enhance financial data visibility.
  • Collect, validate, reconcile, and interpret financial data from Government systems, spreadsheets, and program inputs to ensure accuracy, consistency, and audit readiness.
  • Support budget data calls, mid-year reviews, program reviews, fiscal year planning activities, and ad hoc financial analysis requests.
  • Assist with the preparation of funding documents, spend plan updates, budget justification materials, and other financial documentation required for Government approval.
