Recruitment Number 25-0441. The current vacancy positions are located in Ewa, Waipahu, Aiea, and Downtown. Some positions in Downtown are Temporary Full-Time.

Salary: $5,953 to $6,794 per month (SR-22, Step D to I). Salary includes Shortage Category Differential.
This recruitment will establish a list of qualified candidates to fill current vacancy positions and may be used to fill future vacancies as they occur. Hiring rates will be based on availability of funds, the applicant's qualifications, and other relevant factors.
Employees appointed to temporary positions may also gain membership in the civil service after a probation period of at least six months, allowing eligibility for promotion and transfer to permanent or other temporary positions. Temporary employees enjoy most rights and benefits of a permanent employee, except return rights and placement rights associated with a reduction‑in‑force.
Duties SummaryPlanner IV conducts planning projects, promotes effective relationships with other agencies, and performs related duties. Duties include fact‑finding and analysis; reviewing legislation and administrative references; and developing plans for public activities and facilities throughout assigned geographic areas.
Minimum Qualification RequirementsTo qualify, you must meet all of the following requirements:
Legal Authorization To Work: The State of Hawaii requires all applicants to be citizens, nationals, or permanent resident aliens, or eligible under federal law for unrestricted employment in the United States.
Basic
Education:
Bachelor's degree from an accredited four‑year college or university.
Specialized
Experience:
Two and one‑half (2‑1/2) years of progressively responsible professional planning experience, including collection and evaluation of extensive physical, social, economic, and environmental data, determination of public opinion, and community objectives. The experience must also demonstrate actual involvement in and responsibility for the following:
- Integration of information, considering relationships among resources, facilities, services, needs, and values to develop policy options and priorities.
- Advising agencies on planning concepts and methods, providing technical information and analyses for plan formation.
- Formulation and presentation of plans and policy recommendations, including alternatives and consequences, to decision makers and at public hearings.
Such experience should demonstrate knowledge of environmental and socioeconomic information sources, public planning practices, and the ability to analyze facts and develop sound conclusions.
