Position: CIVIL RIGHTS SPECIALIST IV AND V - OAHU

Project: Operation Hire Hawaii (OH‑HI)

This program is a targeted outreach initiative featuring an expedited hiring process that fast‑tracks qualified applicants into job opportunities throughout Hawai’i.

Salary: $5,369 to $6,535 per month (SR‑22, Step D‑I) or $6,043 to $7,351 per month (SR‑24, Step D‑I) – rates depend on funds, qualifications, and other factors.

Duties Summary

Positions in the Civil Rights Specialist series supervise, plan, develop, coordinate, monitor, implement, evaluate, and maintain a civil‑rights program in accordance with federal and state laws (Civil Rights Act of 1964, ADA, Title VI, DBE, EEO). They develop policies, oversee activities to ensure non‑discrimination, and maintain federal aid compliance.

Level IV specialists perform complex compliance work and provide management advisory services. Level V specialists serve as the department’s principal subject‑matter expert, develop and evaluate civil‑rights programs, resolve complex issues, and may supervise lower‑level specialists.

Minimum Qualification Requirements
  • Legal Authorization to Work – Citizens, nationals, or permanent residents of the US, or eligible under federal law for unrestricted employment.
  • Basic Education – Bachelor’s degree from an accredited four‑year college or university.
  • General Experience – 1‑½ years progressively responsible professional or analytical work, including gathering, evaluating, and analyzing facts; applying statutory provisions, rules, or regulations to recommend actions; oral and written communication; problem‑solving; and prepared clear reports.
  • Specialized Experience – Level IV: 1 year;
    Level V: 2 years of experience ensuring agency compliance with civil‑rights requirements (e.g., ADA, DBE, Title VI, EEO); developing, implementing, and coordinating programs; monitoring and evaluating effectiveness; investigating complaints; advising personnel on laws.
  • Substitutions – Relevant substitutions are allowed per the Minimum Qualification Requirements.
