This recruitment is being conducted under the Operation Hire Hawaii (OH-HI) project, a targeted outreach initiative featuring an expedited hiring process, fast-tracking qualified applicants into job opportunities throughout Hawai’i.
Salary- IV level – $5,953 – $6,794 per month (SR-22, Step D to I) – Salary Includes Shortage Category Differential
- V level – $6,667 – $7,629 per month (SR-24, Step D to I) – Salary Includes Shortage Category Differential
- VI level – $7,159 – $8,230 per month (SR-26, Step D to I) – Salary Includes Shortage Category Differential

Hiring rates will be based on availability of funds, the applicant's qualifications, and other relevant factors.
Positions in the Planner series are concerned with providing legislative and top-level administrative policymakers with information and plans for the orderly and coordinated physical, environmental, social and/or economic development of Hawaii and/or the services of the State government. Positions are involved with the development of information and rationale for decisions which affect the direction, rate and character of growth of the State and/or of services to the people of the State over a significant period of time.
Progressively responsible professional planning experience which included the collection and evaluation of an extensive variety of physical, social, economic and environmental data, determination of public opinion and general community objectives and policies to obtain a comprehensive prospective of conditions and identify problems and opportunities in the area(s) of concern.
The experience must also show actual involvement in and responsibility for
:
- A. The integration of such information including: the consideration of relationships among resources, facilities, services, needs and values for the development of policy options, alternatives for action, programs and priorities to meet goals and objectives for a given geographic area of concern;
- B. Advising and assisting agencies and administrators on planning concepts and methods, providing technical information and analyses for the formation of plans and programming of plans; and
- C. Formulation and presentation of plans and policy recommendations including alternatives and consequences of alternative actions to decision makers and at public hearings.
Such experience should demonstrate possession of the knowledge and general research sources and sources of environmental socioeconomic information, practices of public planning, and the ability to analyze facts and develop sound conclusions therefrom.
For the LEVEL VI:
At least one year of the experience must have been comparable to the fully independent Planner V level in State service.
The Planner V in State service conducts studies and prepares plans for the development of a geographic area, a major area of concern, public facility or activity; establishes and promotes effective relationships with other agencies and jurisdictions; and performs other related duties as assigned. The Planner V class involves the full range of professional planning work required in the conduct of major planning projects.
SupervisoryAptitude (LEVEL V and LEVEL VI)
Supervisory aptitude rather than actual supervisory experience may be accepted. This requirement will be considered to have been met when there is strong affirmative evidence of the necessary supervisory abilities and/or potential.
QualificationsBasic
Education:
Bachelor's degree from an accredited four-year college or university.
Specialized
Experience:
- LEVEL IV:
Two and one/half (2‑1/2) years of specialized experience. - LEVEL V:
Three and one/half (3‑1/2) years of specialized experience. - LEVEL VI:
Four and one/half (4‑1/2) years of specialized experience.
