Position: Departmental Contracts Spclt, Prof Wkr III, Prof Trainee II, I - Project Control Section

Overview

The authorized level of this position is Departmental Contracts Specialist. Applications are also being accepted down to the Professional Trainee I level if recruiting difficulties arise.

Salary Range
  • Departmental Contracts Specialist, SR-22: $5,369.00 - $6,535.00 per month
  • Professional Worker III, SR-20: $4,961.00 - $6,043.00 per month
  • Professional Trainee II, SR-18: $4,590.00 - $5,588.00 per month
  • Professional Trainee I, SR-16: $4,243.00 - $5,162.00 per month
Responsibilities
  • Reviews and analyzes contracts and associated documents for compliance and consistency with applicable State laws, rules, regulations, policies and other requirements.
  • Recommends and prepares needed revisions to contracts and guides program personnel in making such changes.
  • Conducts research and develops special contracts for the Director's Office and/or the Administrative Services Office.
  • Coordinates and monitors the various steps and processes necessary for the development and execution of contracts with program staff, the Administrative Services Office, the Director's Office, the Attorney General's Office, the Department of Accounting and General Services and contractors.
  • Serves as departmental liaison with the Attorney General's Office regarding contracts.
  • Provides research services, advice and technical assistance to program staff on contractual matters.
  • Trains program staff involved in preparing, negotiating or managing contracts regarding proper procedures.
  • Provides assistance in developing grant proposals and associated documents.
  • Monitors grants to assure that all financial and other reports are prepared and submitted in a timely manner.
  • Assists in reviewing and evaluating requests for changes in contractual provisions, extensions of time and similar matters arising subsequent to contract execution.
  • Conducts investigations into these matters as necessary.
  • Keeps abreast of latest changes and developments in contract laws, legal opinions and other pertinent practices.
  • Prepares correspondence and reports.
Minimum Qualifications

Basic Education/Experience Requirement: Graduation from an accredited four‑year college or university with a Bachelor’s degree. Excess work experience that is comparable may be substituted on a year‑for‑year basis. The background must demonstrate the ability to write clear reports, read and interpret complex material, and solve problems logically.

Experience Requirement: Applicants must have had progressively responsible experience as follows:

  • No general experience required for Professional Trainee I.
  • Six (6) months for Professional Trainee II level.
  • One and one‑half (1‑1/2) years of progressively responsible professional or analytical work for Professional Worker III and Departmental Contracts Specialist levels.

Specialized

Experience:

For the Departmental Contracts Specialist level, at least one (1) year of experience that includes substantial involvement in contract development and/or processing, reviewing and analyzing contracts, and assisting program personnel in contract development.

Substitutions Allowed
  • Satisfactory completion of all graduate or master’s degree requirements may substitute for one year of required general experience.
  • Completion of a law degree may substitute for all required general and specialized experience.
  • Excess specialized experience may substitute for general experience on a year‑for‑year basis.
