Position: INVESTIGATOR V (HOMELAND SECURITY) - OAHU

DUTIES SUMMARY

Positions in the Investigator series perform and/or supervise investigations concerning suspected or actual violations of civil, administrative and/or criminal laws, rules, regulations or other legal requirements.

The Investigator V level plans, organizes, directs and coordinates investigative agency activities related to violations within its jurisdiction, including program areas such as welfare fraud, controlled substances, and broader homeland security threats. Responsibilities may include conducting in‑depth and undercover investigations of terrorism, critical infrastructure threats, illegal gaming establishments, violent crimes, and coordinating with federal, state, and county agencies. The role also involves seizure and forfeiture cases, participation in the Federal asset‑sharing program, and applying statewide police powers granted by statute.

KEY

DUTIES
  • Conduct in‑depth and/or undercover investigations of criminal activities related to homeland security and terrorism.
  • Coordinate and cooperate with Federal, State and County agencies in investigations.
  • Conduct seizure and forfeiture cases involving currency, vehicles, and property.
  • Participate in and coordinate the Federal asset‑sharing program with the U.S. Drug Enforcement Administration.
  • Apply investigative skills to gather facts, assemble evidence, analyze information, and produce written and oral reports.
MINIMUM QUALIFICATION REQUIREMENTS
  • Legal authorization to work in the State of Hawaii (citizen, national or permanent resident of the U.S. or eligible under federal law).
  • Bachelor’s degree from an accredited four‑year college or university.
  • Three and a half years of progressively responsible professional investigative experience demonstrating initiative, logical analysis, written and oral reporting, and discretion.
  • At least one year of experience comparable in scope, complexity and responsibility to the Investigator IV class.
  • Certification of eligible applicants: knowledge of intelligence cycle, homeland security policing principles, criminal investigation management and interagency collaboration.
  • At least one and a half years of professional experience in governmental or joint task‑force environments for federal and state law enforcement operations.
  • Certified law‑enforcement firearms instructor qualification to carry a department or agency‑issued handgun.
  • Valid driver’s license at the time of appointment.
  • Successful pre‑employment drug test (applicant responsible for cost).
  • No domestic violence conviction.
