This recruitment is being conducted to fill a current permanent, full‑time vacancy position with the Department of Defense, State of Hawaii Emergency Management Agency (HI‑EMA).
Job OverviewThe basic objectives of the State’s emergency management programs are to assist the State of Hawaii to prepare for, mitigate against, respond to, and recover from emergencies and disasters. A position in this series is distinguished by its responsibilities for the preparation and planning for natural and human‑caused incidents, emergencies, and disasters, and for the continuity or operational requirements to be implemented before, during, and after emergencies and disasters.
Salary$6,535 to $7,952 per month (SR‑26, Step D to I). Hiring rates will be based on availability of funds, the applicant’s qualifications, and other relevant factors.
Responsibilities- Preparation and planning for natural and human‑caused incidents, emergencies, and disasters.
- Coordination of operations during emergencies and disasters, operating emergency centers, and evaluating disaster requirements provided by State departments and County emergency management agencies.
- Management of budget, human resources, grants and awards, including procurement, purchasing, fiscal compliance, monitoring and reporting.
- Development of improved emergency management services for future responses.
- Act as Section Lead for a component of the State’s emergency management program of moderate size and complexity, directing, organizing, and coordinating operations and updating program documentation.
- Serve as a State Emergency Response Team (SERT) member during activations of the State Emergency Operations Center (SEOC).
Citizens, nationals, or permanent resident aliens of the United States, or those eligible under federal law for unrestricted employment.
Basic EducationBachelor’s degree from an accredited four‑year college or university.
Specialized Experience- Four and a half (4‑1/2) years of progressively responsible professional emergency management experience in mitigation, preparedness, response, and recovery, including:
- Planning, training, and exercise for operations of emergency management.
- Emergency responses, disaster recovery, and mitigation requirements.
- Emergency warning and siren systems, telecommunications and logistics requirements.
- Implementation and maintenance of the State’s emergency management plans in accordance with counties, state, and federal laws and policies.
- Establishment and coordination of community agencies, public and private entities, and other organizations in emergency preparation, warning, sheltering, and assistance services.
- Administrative actions including budget, grants management, financial services, and human resources responsibilities.
- Other related emergency management professional requirements and tasks.
- Independently providing proficiency and competence in performing assigned tasks.
- Advising, facilitating, coordinating, and assisting agencies and administrators to mitigate, prepare for, respond to, and recover from disasters.
- Development, delivery, and/or evaluation of emergency management plans, training, exercise, and operations to improve readiness and reduce loss of life, property damage, and environmental impacts.
Supervisory aptitude (rather than actual supervisory experience) may be accepted when strong affirmative evidence of the necessary supervisory abilities and/or potential is provided.
Driver’s LicenseApplicants must possess a valid driver’s license at the time of appointment.
