Position Summary
Department of Taxation, Office of the Director, Program Office
Salary: $8,579 to $13,730 (EM-03, Minimum to Maximum)
This vacancy is with the Department of Taxation, Office of the Director, Program Office. The Departmental Program Officer (DPO) reports to the Director of Taxation. This position manages the development of tax policies and procedures, oversees all legislative tax data‑change planning and implementation for the Department and the State, administers the Program Office, and advises the Director on data‑change services to support an efficient and accurate tax system.

Legal Authorization to Work:
The State of Hawaii requires all persons seeking employment with the government of the State to be citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment.
Graduation from an accredited four‑year college or university with a bachelor's degree.
General Experience RequirementOne (1) year of progressively responsible administrative, professional, analytical or other work experience requiring a high degree of analytical skill. Such experience must have involved reading, comprehending, interpreting, and evaluating technical subjects, analyses or proposals; applying problem‑solving methods and techniques; and preparing concise written reports and recommendations for an optimal course of action.
Specialized Selective Certification Experience RequirementThree and one‑half (3 ½) years of professional work experience in Federal or State government tax administration. Experience must have involved regulating tax compliance; managing cross‑functional projects involving coordination across programs, technical, and/or operational teams; planning, execution, and delivery of project outcomes; and demonstrating knowledge of current Federal and State tax laws, policies, and processes; the ability to understand and interpret complex tax‑related statutes, rules, administrative codes, legislative documents and regulations.
SupervisoryExperience Requirement
One (1) year of formal supervisory work experience overseeing a professional staff. Duties must have included planning, organizing, scheduling and directing the work of others; assigning and reviewing their work; advising them on difficult problem areas; training and developing subordinates; and evaluating their performance.
Managerial Aptitude RequirementManagerial aptitude will be considered met through successful performance of, or substantial participation in, organizing, scheduling, and coordinating a group of activities to attain program objectives within time, resource, and budgetary limitations; interest in management demonstrated by performance of work assignments that indicate awareness of problems and the ability to solve them; completion of educational or training courses in the areas of management accompanied by application of those principles;
and successful trial assignments to managerial and/or administrative tasks.
